D--Services to provide one-site access for all Government and Commercial Specifications in support of the Naval Surface Warfare Center field representatives.

The Naval Surface Warfare Center Carderock Division (NSWCCD) Philadelphia, PA intends to negotiate a new three year firm fixed price contract with IHS Global, Inc. located in Englewood, CO to procure a one site, on-line subscription for access to Government and Commercial Specifications and Standards. It is intended to negotiate this requirement on a sole source basis pursuant to 10 USC Code 2304 (c)(1) and FAR 6.302-1 – Only one responsible source and no other supplies or services will satisfy agency requirements. The applicable NAICS Code is 519190. Interested parties may communicate their interest and capability to this requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received by 21 March 2012 will be considered by the Government. A determination by the Government not to compete this proposed contract among responses to this notice is solely within the discretion of the Government.
