The Department of Veterans Affairs New York Harbor Healthcare System is conducting a market research effort through a Sources Sought announcement to identify qualified businesses capable of providing a Staff Scheduling and Labor Management System for its Brooklyn, Manhattan, and St. Albans Campuses. This announcement is not a solicitation or request for proposal but rather an information-gathering activity to better understand the technical expertise and capabilities of potential vendors, particularly small businesses including Service Disabled Veteran Owned Small Businesses, Veteran Owned Small Businesses, 8(a), and HUBZone firms. Respondents are required to submit detailed company information and a capability statement demonstrating their qualifications and experience in providing software solutions that automate scheduling and improve nursing staff assignments by leveraging data from several VA systems such as VistA, DSS/MCA, VANOD, and ONS. The desired system must support strategic planning, enhance patient care by matching nursing competencies to needs, and address staffing challenges using modern technology. Interested businesses must submit written responses by the stated deadline, including key identification and certification details such as company name, contact information, DUNS and Cage Code, tax ID, business type, and a comprehensive capability statement. The Government emphasizes that this announcement does not obligate it to issue a solicitation or award a contract, nor will it reimburse costs related to response preparation. Future acquisition will likely follow a Firm Fixed Price, Best Value procurement approach under NAICS code 541511 for Custom Computer Programming Services with a size standard of $27.5 million. Vendors must be registered in the System for Award Management (SAM), and applicable veteran-owned businesses must also be registered in the VA VetBiz Registry. Responses are to be submitted to the designated contracting officer via email or mail by the specified due date, after which a formal solicitation may be issued based on the information gathered.
