The HRC2 Program Management Office at Randolph Air Force Base intends to award a sole source contract to EADS for continued security support services for the Headquarters Air Force Personnel Center (HQ AFPC). The contract will initially cover one month, with three additional one-month option periods to accommodate any potential delays in awarding the follow-on Personnel Service Delivery Transformation - Strategic Partnership (PSDT-SP) contract, anticipated in April 2008. This sole source award is justified under federal regulations due to the critical need to avoid duplication of costs, prevent negative impacts on the PSDT-SP schedule, and mitigate program risk. EADS is deemed the only capable provider because transitioning these services to a new contractor at this time would increase government costs and risk, disrupt continuity, and jeopardize the achievement of AF/A1’s transformational objectives. The contract involves maintaining technical security support for the Information Assurance Branch under the HQ AFPC Information System Security Plan (ISSP), as outlined in the System Security Authorization Agreement (SSAA). This interim support is essential to preserve the incumbent contractor workforce’s process knowledge during the transition. The notice is not a solicitation for competitive proposals, but interested parties can notify the Contracting Officer within 15 days to express their capabilities. The government retains discretion to proceed without competition based on responses. Questions can be directed to the Contracting Officer or the appointed ESC Ombudsman, who serves as a resource for resolving any acquisition concerns.

NOTICE OF INTENT TO AWARD SOLE SOURCE 27 Feb 2008 The HRC2 Program Management Office (554 ELSG/PNK), 550 C Street West, Suite C-355, Randolph Air Force Base (AFB), Texas 78150, hereby formally announces the intent to award a contract on a sole source basis to EADS for the continued security support for Headquarters Air Force Personnel Center (HQ AFPC) for one month with 3 option months to allow for completion of the Personnel Service Delivery Transformation - Strategic Partnership source selection. The proposed contract action is for services for which the Air Force intends to solicit and negotiate with only one source (for each contract) under the authority of Federal Acquisition Regulation (FAR) Part 8.405-6(b)(2) and Defense Federal Acquisition Regulation (DFARS) Part 208.405-70. This requirement is a logical follow on effort and EADS is the only source capable of providing the services due to the avoidance of duplication of costs, negative impact to PSDT-SP award schedule, and increased PSDT-SP program risk. Due to the limited period of performance and the requirement complexity it is not feasible to compete and transition this effort to a new contractor prior to PSDT-SP transition in April 08. Competing this effort would result in increased risk and increased cost to the Government that would not be recovered through competition. Continuation of these services with the preservation of process knowledge of the incumbent contractor workforce is essential to achieve AF/A1's transformational objectives defined in the PSDT-SP Statement Of Objectives (SOO). To compete these services now during the PSDT-SP source selection would significantly impact the PSDT-SP program. Currently, services are required for one month only, but three option months are ! included in case there is a delay in awarding the PSDT-SP contract. If required, options would only be exercised one month at a time. This contract will provide support to transition existing EADS contractor workload associated with technical security support required by the Information Assurance Branch to carry out their responsibilities under the HQ AFPC Information System Security Plan (ISSP) documented in the System Security Authorization Agreement (SSAA) for each system and application. This notice of intent is NOT a request for competitive proposals; however, all interested persons that identify to the Contracting Officer their intent and capabilities to satisfy the Government's requirement with commercial services items and are received within 15 days after the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. For specific questions, please contact the Contracting Officer, Mr. David M. Bailey, Phone +1 (555) 000-0000, e-mail: contact@example.gov. In addition, an ESC Ombudsman has been appointed to consider and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. Before consulting th! e Ombudsman, concerned parties should first address their concerns, issues, disagreements, and/or recommendation to the Contracting Officer for resolution. The ESC Ombudsman is the ESC Chief of Staff, and can be contacted at: ESC/CS, Bldg 1606, 9 Eglin Street, Hanscom AFB, MA 01731; Telephone #: +1 (555) 000-0000; Facsimile #: +1 (555) 000-0000; jkl bnmE-Mail: contact@example.gov.
