NCSA will serve as the contracting agency, and the bidding will follow a two-envelope procedure with no option for partial bids. While the estimated project value is not specified, the effort is projected to total approximately 16,500 man-hours. Only firms approved by the U.S. Department of Commerce, which acts as a gatekeeper for U.S.-based bidders but not as a contracting agency, may submit bids. Nominations will be accepted up until the bid closing date, with key deadlines including the DOE request by February 12, 2008, and an estimated bid closing date of April 7, 2007. Interested parties should follow instructions provided by the U.S. Department of Commerce regarding approval for bidding on NATO contracts.
