This requirement will be processed under FAR Part 13 procedures. The Government intends to award a Firm Fixed Price, Sole Source contract to TVEyes, Inc. for the procurement of global media monitoring services, in support of Naval and Marine Corps Public Health Center. The resulting contract will have one base year and four (4) option periods under the NAICS code of 519190. This office will no longer issue a hard copy of the Request for Quote (RFQ); therefore, a copy can be obtained from website http://www.neco.navy.mil. By submitting an offer, the vendor is self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency. Failure to do so may represent grounds for refusing to accept the offer. By submission of an offer, the contractor acknowledges the requirement that a prospective awardee must be registered in the System for Award Management (SAM) database prior to award, during performance, and through final payment of any contract resulting from this RFQ, except for awards to foreign vendors for work to be performed outside the United States. Lack of registration in the SAM database will make a contractor ineligible for award. Contractors may obtain information on registration and annual confirmation requirements by calling +1 (555) 000-0000, or via the Internet at https://www.bpn.gov. The solicitation will contain the clause FAR 52.217-8, and the prices under this clause will be evaluated prior to award.

NETSAFA International Training Center Support
Solicitation # N0018927RD001
The Naval Education and Training Security Assistance Field Activity (NETSAFA) is soliciting a 100% small business set-aside task order under Seaport NxG to provide comprehensive international training and support services. The contractor will deliver educational, engineering, technical, logistics, and management services for students from over 185 countries, primarily operating out of the International Training Center (ITC) at NAS Pensacola and NAS Whiting Field, Florida. The scope of work is divided into four primary categories: General Training Programs, Aviation Training Programs, Mobile Training Teams (MTTs), and Mobile Education Teams (METs), all conducted under the Security Cooperation Education Training Program (SCETP) and Security Assistance Training Program (SATP). Services may be performed within the U.S. or in foreign countries, requiring adherence to strict security, antiterrorism, and cybersecurity standards, including DFARS 252.204-7012. The contract is structured as a Cost Plus Fixed Fee (CPFF) arrangement for labor and Cost No Fee for other direct costs (ODCs). The period of performance consists of a 12-month base period beginning March 1, 2027, with four consecutive 12-month option periods and one final 6-month option period. Award will be based on best value, with non-cost factors—specifically performance approach and past performance—weighted significantly more than cost. Performance will be monitored by the Contracting Officer's Representative (COR) using a Quality Assurance Surveillance Plan (QASP) with specific metrics for instructor compliance, graduation rates, and staff attendance. Funding is provided through FMS case, IMET, or OM&N funding, with invoicing managed electronically via Wide Area WorkFlow (WAWF).
