DA01--CRR: FMBT Independent Verification & Validation (IV&V) Services - Recompete (VA-26-00044457)

The Department of Veterans Affairs Technology Acquisition Center NJ is conducting market research via Request for Information (RFI) solicitation number 36C10B26Q0353 for the recompete of Independent Verification and Validation (IV&V) services supporting the Financial Management Business Transformation (FMBT) program. This acquisition is set aside exclusively for Service-Disabled Veteran-Owned Small Businesses (SDVOSB) under NAICS code 541519 and will be conducted through the General Services Administration’s Multiple Award Schedule (MAS) platform, targeting Special Item Number 54151S. The period of performance includes a 12-month base with four 12-month options, with work conducted within the United States and allowing telework. The Contractor will deliver comprehensive IV&V services consisting of independent testing and quality assurance activities designed to assure quality, schedule adherence, and performance throughout FMBT implementation waves. Key tasks include executing component, integration, system, user acceptance, performance, data conversion, smoke, and regression testing. Deliverables include a Contractor Project Management Plan, integrated master schedule and work breakdown structure developed using Microsoft Project 2021, weekly status reports, dashboards, metrics, and possibly independent data verification of the FMBT Data Conversion Plan. The contract incorporates adherence to Federal Acquisition Regulation clauses such as data rights, software licensing, sustainable products, and VA-specific information security requirements, including compliance with VAAR 852.204-71(d) mandating contractor and subcontractor work be performed within U.S. jurisdiction. Rigorous security protocols will apply, including personnel background investigations, training on handling sensitive information, and conformity with the National Industrial Security Program Operating Manual.
