DA01--NEW AWARD - SEWP - Environment of Care (EOC) Assessment and Compliance (VA-26-00001695)

The Department of Veterans Affairs Technology Acquisition Center awarded a firm-fixed-price contract (NNG15SD38B 36C10B26F0047) to Redhawk IT Solutions, LLC, for Environment of Care (EOC) Assessment and Compliance services. This SDVOSB set-aside award, valued at $4,320,628.79, was executed via the NASA SEWP V GWAC. The contract provides for the renewal of 3,920 Performance Logic (PL) Rounding software licenses, including maintenance and technical support, to ensure compliance with VHA Directive 1608 and regulatory standards from OSHA and the Joint Commission across 152 VHA facilities and 1,500 clinics. The base period of performance runs from January 1, 2026, to December 31, 2026, with two additional 12-month option periods. Due to the proprietary nature of the PL Rounding software and its deep integration with the VA Enterprise Cloud and Active Directory, the award was made on a sole-source basis under FAR 16.505(b)(2)(i)(B). The software is critical for real-time deficiency tracking, inspector attendance monitoring, and offline mobile functionality. Key requirements include the ability to manage action plans independently of deficiency close-outs and the capacity for local checklist customization without impacting national standards. The system must maintain a current Authority to Operate (ATO) to ensure cybersecurity and operational continuity across the VHA network.
