DA10--Oracle Retail and Store Inventory Management (SIM) SaaS Migration (VA-27-00003431)

The Department of Veterans Affairs is seeking information from commercial vendors regarding their capabilities to support a potential migration of Oracle Retail Merchandise Flight Control System (MFCS) and Store Inventory Management (SIM) to their respective cloud platforms, SIOCS and MFCS Cloud. This Request for Information is strictly for planning purposes and does not represent a solicitation, obligation to award a contract, or authorization to expend funds. Respondents must submit responses within a 15-page limit, excluding mandatory baseline information including company details, business size, DUNS and UEI numbers, NAICS code, and existing contractual vehicles. Responses must not include marketing materials and must clearly mark any proprietary or sensitive data. Submissions are due by July 28, 2026, and must be emailed to the specified VA contract specialists with “RFI VA-27-00003431 Oracle Retail MFCS and SIOCS Cloud Service Migration” in the subject line and a file size under 5 MB. Vendors are required to demonstrate relevant experience across nine critical areas: corporate history with Oracle Retail cloud migrations in the past five years, specific projects migrating RMS to MFCS and SIM to SIOCS, technical proficiency in data migration, integration, testing, and post-go-live support, integration with enterprise systems such as ERP, POS, and EDI, a documented implementation methodology, experience meeting federal cybersecurity standards including NIST RMF and Zero Trust, organizational capacity and qualifications of proposed personnel, Oracle partnership and certification status, and feedback on the draft PWS to improve competition and execution. Small businesses, particularly those seeking SDVOSB set-aside consideration, must provide detailed plans for compliance with VAAR 852.219-10, including named subcontractors, proposed work allocation, and evidence of financial and personnel resources. Respondents are also asked to evaluate the sufficiency of the draft PWS and offer technical recommendations if it is deemed inadequate. All submitted information will be used solely by the VA to shape its acquisition strategy and future solicitation documents.
