Introduction
This RFI is for planning purposes only and shall not be considered an Invitation for Bid, Request for Task Execution Plan, Request for Quotation or a Request for Proposal. Additionally, there is no obligation on the part of the Government to acquire any products or services described in this RFI. Your response to this RFI will be treated only as information for the Government to consider. You will not be entitled to payment for direct or indirect costs that you incur in responding to this RFI. This request does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract. No funds have been authorized, appropriated or received for this effort. The information provided may be used by the VA in developing its acquisition strategy and PWS. Interested parties are responsible for adequately marking proprietary, restricted or competition sensitive information contained in their response. The Government does not intend to pay for the information submitted in response to this RFI.
Be advised that set-aside decisions may be made based on the information provided in response to this RFI. Responses should be as complete and informative as possible.

Provide a summary of your capability to meet the requirements contained within the draft PD for the following areas:
1. Corporate Experience Describe your organization's experience implementing or migrating Oracle Retail Cloud solutions during the past five (5) years, including the Oracle Retail products implemented, customer type (Federal or Commercial), project size, and scope.
2. Relevant Oracle Retail Migration Experience Provide up to three (3) projects that demonstrate your experience migrating Oracle Retail RMS to MFCS and/or SIM to SIOCS. Include the customer, period of performance, scope, and project outcomes.
3. Technical Migration Experience Describe your experience performing Oracle Retail Cloud migrations, including data migration, application configuration, integration development, testing, cutover, and post-go-live support.
4. Enterprise Integration Experience Describe your experience integrating Oracle Retail Cloud solutions with enterprise systems such as ERP, financial systems, POS, EDI, identity management, and reporting platforms. Identify the primary integration technologies used.
5. Implementation Methodology Summarize your Oracle Retail Cloud implementation methodology, including project planning, solution design, testing, deployment, hypercare, and transition to sustainment.
6. Federal and Security Experience Describe your experience implementing enterprise cloud solutions for Federal agencies, including support for NIST RMF, ATO, identity and access management, Zero Trust, and other applicable cybersecurity requirements.
7. Organizational Capability and Key Personnel Describe your organization's capacity to support a nationwide Oracle Retail Cloud migration and the qualifications of the key personnel who would perform this effort.
8. Oracle Partnership and Qualifications Describe your organization's Oracle partnership status, Oracle Retail certifications, product specializations, and access to Oracle Retail subject matter experts.
9. Industry Feedback Provide any recommendations regarding the draft PWS, acquisition strategy, contract structure, performance period, or other considerations that would improve competition and successful contract execution.

Your company s intent and ability to meet the set aside requirement in accordance with VAAR 852.219-10 (JUL 2016) (DEVIATION) VA Notice of Total SDVOSB and 13 CFR §125.6, which states the contractor will not pay more than 50 percent of the amount paid by the Government to it to firms that are not SDVOSBs. Your response shall include information as to available personnel and financial resources; full names of proposed team members and the PWS requirements planned to be subcontracted to them, which must include the prime planned percentage or the names of the potential team members that may be used to fulfill the set aside requirement.
