Dam Safety Production Center - Huntington (DSPC-H) Industry Day 


The U.S. Army Corps of Engineers, Huntington District, is currently planning a Dam Safety Production Center, Huntington Industry Day to be held VIRTUALLY July 22, 2026, beginning at 12:00  p.m. Eastern.  Additionally, there will be Forty-Five (45) minute private sessions with the Project Delivery Team for Arkabutla Dam.  These sessions will occur virtually on July 23, 2026 and July 24, 2026. These will be available to the Prime Contractor.  Interested vendors for all aspects of the project are strongly encouraged to attend the session July 22.  For subcontracting purposes, interested vendors may wish to add firm information to the Interested Vendors list on this Notice.  (Must be signed into beta.SAM.gov to add your firm.)  Potential Prime Contractors may wish to notify potential subcontractors of this opportunity.

Project Information:   


ARKABUTLA DAM


The Arkabutla Dam Safety Modification Project is a critical infrastructure mega-project in northern Mississippi designed to reduce life safety risks associated with internal erosion failure modes along the existing outlet works. The proposed modification plan includes construction of a new outlet works located at approximately Station 171+00 along the dam and abandonment of the existing outlet works. The work requires the following features:


1. Zoned Cofferdam. Construction of a zoned cofferdam approximately 80 feet high and approximately 2,000 feet long. The cofferdam will serve as the temporary dam during outlet works construction. The Stage 1 cofferdam will be constructed of sheet pile and rock fill to a height of approximately 45 feet with 1.5H:1V side slopes. The Stage 2 cofferdam will be constructed of rolled earth to a height of approximately 80 feet with 3H:1V side slopes. The embankment will have a clay core with random-fill outer shells. The downstream slope of the cofferdam will include a 5-foot-thick chimney drain connected to a 5-foot-thick downstream horizontal filter. A 5-foot-thick blanket drain will be placed beneath the upstream shell to expedite consolidation of the embankment and impervious blanket.


2. Existing Dam Excavation. Excavation of the existing dam embankment to a depth of 80 feet on 3H:1V side slopes to construct the outlet works at an invert elevation of approximately 185.0 feet. A robust dewatering system is required during construction.


3. New Outlet Works Construction. The new outlet works will consist of a 725-foot-long replacement outlet works with a 54-foot-wide, 112-foot-long, 123-foot-tall control tower; a 390-foot-long reinforced concrete conduit with a vertical-sided horseshoe cross section that is 16.25 feet high, with 7-foot vertical sides, a semicircular crown with a 9.25-foot radius, and an 18.5-foot bottom width; and a USACE Type III stilling basin (including a stepped chute) approximately 224 feet by 53 feet. The inlet and control tower will be founded on driven piles advanced to a maximum depth of 50 feet. The transition, conduit, and stilling basin will be founded on shallow foundations.


a. The control tower will include three (3) 8.5-foot-wide by 18.5-foot-tall vertical service gates, three (3) emergency gates, and three (3) emergency bulkheads. The structure will be connected to the dam by a 161-foot-long bridge.


b. The control tower will include installation of gatehouse mechanical equipment, including gate hoists, a bridge crane, and an HVAC system.


c. The project will also include excavation of a new exit channel with riprap scour protection to direct flow toward the existing discharge channel.


4. Reconstruct Dam. The dam embankment will be reconstructed to the existing crest elevation of 264.3 feet (NAVD88) (approximately 80 feet of fill).


5. Existing Outlet Works Abandonment. The existing conduit will be grouted for stability and completely filled with cellular concrete. A downstream filter will be installed within the stilling basin and around the stilling basin and retreat channel.

The scope of work requires replacing the entire spillway subdrainage system, construction of a 2.5 foot thick overlay of the spillway, and lower spillway chute and stilling basin modifications for hydraulic performance and stability. Additional structural upgrades include modifications to the 28 spillway gates and an upstream deflector to reduce loads on the spillway gates.
