Damage Control Spares

The Department of National Defence is soliciting offers for Damage Control Spares to support critical fire suppression and damage control systems aboard Halifax-class vessels at CFB Halifax and CFB Esquimalt. The required items include HALON fire suppression systems, twin agent firefighting systems, aqueous film forming foam systems, automatic water spray systems, fine water spray systems, galley fire extinguishing systems, carbon dioxide fire extinguishers, naval firefighting hoses, portable damage control fans, multi-role boats, and damage control incident and status boards. All items must be equivalent in form, fit, function, quality, and performance to original equipment and fully compatible with existing systems. Bidders must submit their proposals in three sections: a technical offer detailing compliance with requirements, a financial offer using the Excel and PDF versions of the Annex Offeror Submission Details, and supporting forms including the Offer Submission Form and Offeror Declaration Form, all in PDF format. Equivalency submissions require full specification details, compliance statements, and certification from the original equipment manufacturer or its authorized agent confirming identical fit, form, function, and performance. Pricing must be submitted in Canadian dollars excluding applicable taxes but including all delivery, customs duties, and excise taxes. Delivery must occur by the dates specified in the Annex Statement of Requirements, with goods shipped to the designated Canadian Forces bases. Packaging and marking must comply with NATO TL8100-0100 standards at a minimum packing level C, or U.S. MIL-STD-2073 and MIL-STD-129 for U.S.-based contractors, or Canadian Forces Specification D-LM-008-036/SF-000. Each item must have clearly stamped or etched manufacturer name and part number, and all shipments must be accompanied by a packing slip listing contract number, CRN, PBN, item description, quantity, and part numbers. Dangerous goods must be labeled per the Transportation of Dangerous Goods Act and Hazardous Products Act, with bilingual Safety Data Sheets provided indicating the NATO Stock Number. The contractor is fully liable for damages caused by improper packaging, labeling, or transport of hazardous materials. Evaluation is based on the lowest price for compliant offers meeting all mandatory technical criteria, with multiple contracts possible. Invoices must be submitted after delivery completion, supported by a packing slip, and sent to designated payment offices in Halifax or Victoria; payment for undisputed invoices is due within 30 days.
