The National Institute of Standards and Technology (NIST) Energy and Environment Division of the Office of Building Research have a requirement for a Data Acquisition (DAQ) Unit. The specific tasks are described in the specifications included in the Request for Quotation (RFQ). The RFQ, SB1341-12-Q-0164, is being issued utilizing FAR Part 13, Simplified Acquisition Procedures. All responsible sources may submit a quote, which will be considered by NIST. A detailed Request for Quotation (RFQ) will be available in the solicitation package. The period of performance will be twelve months from the date of contract award. The standard classification NAICS code is 334119. Background: The Data Acquisition (DAQ) system will be used for measurements of thermal performance of the ground heat exchangers that are part of Net-Zero Energy Research Test Facility (NZERTF). Specification criteria were established to ensure that the DAQ system can: 1. Record measurements from the temperature, flow, and power sensors (83 RTD channels, 21 Voltage in channels, 4 Current In channels, 1 Voltage, Out channel, 2 Current Out channels) 2. Withstand the environmental limits required to operate in an outdoor environment (temperatures, - 10F to 120 F) 3. Use DC power, rather than AC power, to increase the electrical safety of the installation. 4. Support Ethernet (LAN) communication 5. Physically fit within underground enclosures designed to protect the DAQ system (<10.25" length,<5" width,<5" height). The competitive solicitation, solicitation amendments and all questions and answers relating to this procurement shall be made available via the Internet at http://www.fedbizopps.gov. The solicitation is anticipated for release to the vendor community on or about February 28, 2012 and will only be available on FEDBIZOPPs at the above website. Building 215 Clean Room HEPA Filter Replacement
Solicitation # RFI-195000-26-00181
The National Institute of Standards and Technology is conducting market research through a Request for Information for the Building 215 Advanced Measurement Laboratory cleanroom repair and HEPA filter replacement project in Gaithersburg, Maryland. This initiative follows a previous solicitation that failed to produce an acceptable offer, prompting NIST to reassess its acquisition strategy and seek industry feedback on constructability, cost, and schedule feasibility. The project scope involves the modernization of an 1,800 square meter facility, including the replacement of approximately 1,200 HEPA filters, 70 VAV terminal units, and 54 airflow monitoring devices, as well as the installation of 32 exhaust air control valves and associated ductwork repairs, testing, and recertification. A critical component of the project is the proposed phasing plan, which aims to minimize research disruptions by utilizing 19 construction phases, including 18 critical cleanroom outage phases. Each critical outage is currently envisioned as a nine-day window starting Friday evening and requiring 24/7 operations to achieve ready-for-re-occupancy by the following Monday morning. NIST is specifically requesting rough-order-of-magnitude cost estimates and industry input on whether this aggressive outage schedule is realistic or if it creates prohibitive risks and costs. Responses, including company experience and recommendations for improving competition and project execution, are due by October 14, 2026.
