Data Acquisition System

The Texas Commission on Environmental Quality (TCEQ) is seeking a vendor to maintain and enhance its customized AquisNet and WISKI software systems, which form the core of its Data Acquisition System (DAS). This system collects environmental data from remote air and water sampling locations, integrates quality control measures, evaluates data integrity, and automatically exports information to external and internal data platforms. The contract has an initial two-year term with the option for one two-year and one one-year renewal, and TCEQ may unilaterally extend the contract for up to 180 days beyond any expiration. The work will be executed through issued Work Orders that specify tasks, deliverables, and timelines, with pricing structured as fixed, fully-loaded rates determined by a Price Form and supplemented by Enhancement Work Orders based on detailed Work Plans and budgets. Labor rates are designated by role, including Project Manager, Development/Operation Engineers, Systems Analysts, Architects, Business Analysts, and Technical Writers at both junior and senior levels, though exact hourly rates are not disclosed in the solicitation. Contract performance is governed by state law and incorporates all Texas statutes, rules, regulations, and Governor Executive Orders. The award will be based on a best-value determination, with 40 points awarded for Statement of Qualifications assessing company organization and ability to perform, 30 points for Key Personnel qualifications with detailed resumes and prior project experience, and 30 points for price, calculated using a formula based on the lowest and highest submitted totals. Invoices must be submitted to the TCEQ Contract Manager, include the contract number, Work Order details, vendor ID, and period covered, and require a Release of Claims form with the final payment.
