Solicitation # 70FA3127I00000001
The Department of Homeland Security, through FEMA's Logistics Management Directorate, is conducting market research via a Request for Information to identify cloud-based Software-as-a-Service solutions for the transition, implementation, operation, maintenance, and modernization of the Supply Chain Management System. The system is designed to support disaster logistics operations, including warehouse and transportation operations, inventory management, in-transit visibility, point-of-distribution support, and financial reconciliation. The scope encompasses recurring SaaS licensing, cybersecurity and system authorization support, and optional surge capacity to handle disaster-response requirements. Technical requirements include FedRAMP High certification, compliance with DHS Enterprise Architecture, and adherence to Section 508 accessibility standards. The anticipated period of performance consists of one 12-month base period with four 12-month option periods. While most work will be performed at the contractor's site, some activities may occur at FEMA Headquarters in Washington, D.C., or facilities in Virginia. This RFI is for planning purposes and is not a formal solicitation; however, interested parties must submit a narrative response, a Vendor Streamlined Profile Matrix, and a Targeted Market Research Questionnaire by January 4, 2027. Respondents are required to provide a non-binding Rough Order of Magnitude cost estimate and disclose any potential organizational conflicts of interest. All submissions must be unclassified and follow specific formatting and submission guidelines via email.

USDA APHIS has a requirement for services related to data collection and transmission (via the ARGOS satellite network) from global positioning system (GPS)-capable satellite telemetry units attached to free-ranging wildlife (birds) in areas centered around Greensboro, North Carolina; Jamaica, New York; and St. Paul, Minnesota. This data will be used for research projects to quantify Canada goose or bald eagle strike (i.e., collision with aircraft) risk derived from satellite tracking movements of these birds in relation to airports and critical airspace used by civil and military aircraft. These research projects encompass collaborative multi-agency (state and federal) efforts where free-ranging Canada geese and bald eagles were live-captured, fitted with GPS-capable satellite transmitters, and released. The solicitation will be posted December 9, 2008. PROCUREMENT NOTE: 22. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days (thirty days if award is issued under an existing basic ordering agreement) after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
