The Naval Air Warfare Center Aircraft Division Lakehurst, NJ intends to negotiate on a non-competitive basis with PSI Repair Services, Inc, 11900 Mayfield St, Livonia, MI for the upgrade of (81) Data Transfer Interface Units (DTIU) J-6811/ASQ to the common configuration E10-28977-1, and engineering analysis and obsolescence management in support of the P-3 Data Processing/Displays Control System (DPDCS), including the Advanced Digital Storage System (ADSS)/DTIU and related mission system operational readiness and reliability. The Government intends to procure the above items under the authority of 10 USC 2304 (c) (1), FAR 6.302-1. The Government does not own technical data, drawings, or other specifications to permit full and open competition. All responsible sources are encouraged to submit a proposal in writing that may be used by the Government in determining whether or not to conduct a competitive procurement. A determination by the Government not to open the requirement to competition based upon the response to this notice is solely within the discretion of the Government.
