Data Turbine Technical Support

NASA Armstrong Flight Research Center (NASA/AFRC) intends to solicit and award a sole source contract under the authority FAR 13.106-1(b)(1)(i) "Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available" to Cycronix, 21 Surrey Lane, Laconia, NH 03246-6010, Data Turbine Tier 1 and 2 Technical Support. Justification is based upon the following facts: 1. NASA helped invent Data Turbine and the sole-source buy for software support is part of NASA's continuing commitment to apply this technology beyond prototyping research. 2. Only Cycronix can furnish the requirements, to the exclusion of other sources, because the market size and customer characteristic of the Data Turbine user community has not yet resulted in a competitive market and limit the availability to a sole source. 3. Market research was conducted and it has been determined that this is a sole source requirement. These reasons justify procuring the required services exclusively from Cycronix. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. PST on September 26, 2016. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
