INTRODUCTION

The U.S. Army Corps of Engineers (USACE), Detroit District, is issuing this Sources Sought notice and conducting market research as a means to identify interest and capabilities of both small and large business entities to provide design and construction services for the Davis Building Rehabilitation project located at the Soo Locks Complex in Sault Sainte Marie, Michigan.  The information collected will be used to help determine the appropriate strategy to solicit and award the project.

BASED ON THE RESPONSES TO THIS SOURCES SOUGHT NOTICE/MARKET RESEARCH, THIS REQUIREMENT MAY BE SET-ASIDE FOR SMALL BUSINESSES (IN FULL OR IN PART) OR PROCURED THROUGH FULL AND OPEN COMPETITION. All small business set-aside socioeconomic categories will be considered. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions.

REQUIREMENT* for the Davis Building Rehabilitation project

Summary Scope: The contractor will provide all materials, labor, equipment, supervision, and administration as necessary for repairs, rehabilitation, and construction to the historic Davis Pump Well Building located at the Soo Locks in Sault Sainte Marie, MI. The historic building was built in the early 1900s and is located on the island between the Poe Lock and the Davis Lock (now the New Lock currently in construction). Referenced picture of the Davis Building attached to this notice. Primary purpose of the building was to facilitate the dewatering of the locks for regular operations, but pumps are now decommissioned and removed due to construction of the New Lock. The facility is intended to be repurposed to facilitate up to 50 maintenance personnel including, but not limited to, locker rooms, break rooms, kitchen/laundry and staff offices. The Davis Building currently provides approximately 4,200 square-feet of ground floor office space with approximately 4,200 square-foot of basement that houses mechanical and electrical systems. Due to project location, barge-based transportation and load handling equipment will be required. The schedule is estimated to take 36 months, which includes up to 12 months for design and 24 months for construction.

Project will include but is not limited to the following:

  • Repair or replace deteriorating clips holding the limestone fascia to the building.
  • Design and implement a water mitigation plan to manage stormwater runoff from roof downspouts and prevent moisture intrusion in the basement.
  • Replace all windows and doors.
  • Design and construct a new subterranean locker room in place of the existing pump well access ramp that is no longer needed and complete all necessary earthwork, backfill, structural compaction, and surface grading to eliminate the ramp opening and restore surface elevations flush with surrounding grade.
  • Construct a mezzanine level above the first-floor office space (within the first-floor footprint) to accommodate additional locker room space.
  • Reconfigure existing restrooms to maximize utilization.
  • Upgrade all mechanical, electrical, and IT systems to accommodate building occupancy, usage, and security.
  • Install fire alarms and suppression system.

NOTE: Lead and asbestos abatement is anticipated as part of this project.

*Please note the description of the requirement is subject to change.

The North American Industrial Classification System (NAICS) code is anticipated to be 237990 - Other Heavy and Civil Engineering Construction, which has a small business size standard of $45M in average annual receipts.
