Full Description

This procurement was set-aside 100% for an 8(a) direct award authorized by statute FAR 6.302-5(a)(2)(i). SBA Requirement no. 0515/19/900041. The contractor shall provide all design work and the contractor shall provide all labor, material, equipment, and supervision necessary to remove and replace the sanitary sewer collection system at Naval Operations Support Center (NOSC) Ebensburg, Pennsylvania. The sanitary sewer collection system currently does not meet the requirements of Ebensburg Ordinance #631, which requires, in part that the collection system meet an air pressure test as outlined in Section 312 of the International Plumbing Code. The project involves removing and replacing approximately 500 linear feet of sanitary sewer pipe, removing, or properly abandoning in place, approximately 135 feet of sanitary sewer piping, plugging and patching sewer manhole openings, installing sewer backwater prevention valves, removing and placing cleanouts, as well as all required work to restore the site to existing conditions. The work includes providing temporary sanitation facilities for the occupants of the NOSC while the collection system is inactive due to construction. The work includes performing the required pressure test and arranging for witness of the test by the Borough of Ebensburg. The work must be coordinated around both Navy and Marine Drill weekends so that the sanitary sewer system is functional and usable for all drill weekends.
