DBHDD-042-DP Generator Replacement at Georgia Regional Hospital Atlanta

The Georgia State Financing and Investment Commission (GSFIC), acting on behalf of the Department of Behavioral Health and Developmental Disabilities (DBHDD), is seeking qualified firms to provide design professional services for the replacement of the emergency backup power system at Georgia Regional Hospital Atlanta under Project No. DBHDD-042. The project requires the design of a new single-generator system capable of supporting full hospital operations and critical life-safety, clinical, and mission-critical systems, including seamless integration with an existing automatic transfer switch currently under construction. The scope includes comprehensive assessment of existing conditions, electrical load analysis, generator sizing, preparation of design documents and technical specifications, cost estimating, permitting coordination, and construction administration support. All work must comply with the Energy Efficiency & Sustainable Construction Act of 2008 and achieve Georgia Peach certification with commissioning, and the selected firm must use the Owner’s E-Builder project management system for all administrative functions. Proposal submissions must be made electronically in PDF format, not exceed fifty pages, and include mandatory completed exhibits: Certification Form, Contractor Affidavit under O.C.G.A. § 13-10-91(b)(1), and Disclosure Statement. All proposers must be registered to do business in Georgia, hold current professional licenses, and maintain required insurance coverage. Firms must meet strict eligibility criteria including not being debarred, suspended, or excluded from government contracting, and must not have been previously terminated for cause or be in default on any public works contract. Compliance with E-Verify is mandatory and failure to maintain usage constitutes a material breach. The evaluation is based on a composite rating with qualifications and experience weighted at 50 percent, project approach at 25 percent, and overall impression at 25 percent, following pass/fail gates for eligibility. Submittals are due by July 16, 2026, with a review and shortlisting process to conclude by July 20, followed by site visits and interviews with finalists in late July and early August. The highest-ranked firm will be selected for fee negotiation, with the Owner prepared to move to the next ranked firm if an agreement cannot be reached. The estimated construction cost is $3,206,500, though the design fee itself will be negotiated and is not predetermined.
