DC-44 Fire Suppression Installation

Norfolk Naval Shipyard in Portsmouth, Virginia, is conducting market research to identify qualified contractors capable of installing engineered fire suppression systems in the diesel generator rooms of three 60-ton portal cranes. The work requires specialized expertise in special hazards fire protection, with systems to be designed and installed in full compliance with NFPA 12, NFPA 72, and NFPA 2001 standards. The installation will occur in a high-risk industrial marine environment, approximately 75 feet above crane rails, necessitating experience with elevated access, crane-mounted equipment, and confined industrial spaces. The government seeks vendors with proven experience in similar projects, particularly those involving government or shipyard facilities, clean agent or special hazards suppression systems, and industrial or marine fire protection. Respondents must demonstrate familiarity with the technical requirements for system components, including brightly marked bright red piping labeled with the protected compartment and flow direction, properly labeled actuation stations, and agent containers marked with weight or volume. System design must allow for future removal of the machinery house roof and generator without compromising certification. The Government will act as both system owner and Authority Having Jurisdiction. Vendors are expected to provide a detailed capability statement, evidence of relevant experience, SAM.gov registration status, UEI and CAGE codes, business size and socioeconomic status under NAICS 238220, and point of contact information. Security protocols require contractors to complete the SECNAV 5512 form for background vetting to obtain a DBIDS badge, and strict prohibitions apply to weapons, cameras, and other restricted items. All personnel must wear required PPE, including hard hats labeled with contractor name, steel-toed boots, safety glasses, and hearing protection, with fall protection systems compliant with 29 CFR 1910, 1915, and 1926. Contractors are responsible for cleanup of any spills they cause and must immediately notify the Fire Division of any discharge.
