Electronic Fingerprint Data Deliverables

This contract, awarded competitively as a Firm-Fixed-Price (FFP) purchase order, seeks up to 300,000 electronic fingerprint data deliverables in the form of standardized .EFT or .SUB files compliant with the FBI Electronic Biometric Transmission Specification (EBTS). The work involves capturing and transmitting Type-4 fingerprint images—comprising ten rolled impressions, left/right simultaneous four-finger flats, and thumb impressions—directly to the Defense Counterintelligence and Security Agency’s Fingerprint Transaction System (FTS) via the DoD Secure Web Fingerprint Transmission (SWFT) gateway. Acceptance is strictly contingent upon successful ingestion of the file by the FTS system; only those deliverables that pass automated validation for formatting, EBTS compliance, and PII accuracy are eligible for payment. Payment is tied exclusively to accepted units, with invoicing limited to a single consolidated monthly submission through Wide Area WorkFlow, and no compensation is provided for expired, unused, or failed vouchers or codes. The contractor must utilize FBI-certified hardware and software, maintain active SWFT registration, and employ FIPS-compliant encryption with valid DoD-approved PKI certificates stored on CAC, PIV, PIV-I, or ECA tokens; failure to sustain these technical integrations constitutes a material breach. All personnel handling Personally Identifiable Information must be U.S. citizens, and the contractor must comply with NIST SP 800-171, the Privacy Act of 1974, and other prescribed federal safeguards for Controlled Unclassified Information. The acquisition is awarded on a Lowest Price Technically Acceptable basis, where technical acceptability serves as a pass/fail gate requiring demonstrated capability to process and transmit at least 43,000 files per day and generate electronic payment bypass codes at no out-of-pocket cost to DCSA-sponsored NISP personnel. The contract period runs through September 29, 2026, with performance originating from Boyers, Pennsylvania, and data delivery occurring electronically to the DCSA FTS repository in Quantico, Virginia. The contractor is also bound by numerous FAR and DFARS clauses, including provisions on combating trafficking, equal opportunity, safeguarding information systems, prohibition of inverted domestic corporations, and restrictions on foreign purchases, with several clauses modified by specific deviations for this procurement. Submission requires two separate electronic volumes: a five-page technical capability statement in PDF format and a completed Excel pricing workbook, both submitted via email by the deadline.
