This Sources Sought Notice/Request for Information is being posted to satisfy the requirement under the Defense Federal Acquisition Regulation Supplement PGI 206.302-1(d). The Defense Counterintelligence and Security Agency (DCSA) intends to negotiate on a non-competitive basis with Carahsoft Technology Corporation (Carahsoft) 11493 Sunset Hills Rd Suite 100, Reston, VA 20190, for the procurement of an Enterprise License Agreement for ServiceNow. Under the authority 10 USC 2304(c)(1), FAR 6.302-1, the Government intends to issue a sole source contract to Carahsoft. Market research conducted by PMO ESD determined that only ServiceNow can provide all the workflow management requirements/functionalities required by DCSA in one integrated solution and includes integration with DISA's PKI Solution. Utilization of alternative cloud computing platforms to help DCSA manage digital workflows for enterprise operations would cause a substantial duplication of costs to the Agency that is not expected to be recovered through competition.. This is a sole source notice published for informational purposes only and not a request for competitive proposals. However, all responsible sources may submit their technical capabilities, which, if received within fifteen calendar days of publication of this notice, shall be considered by DCSA. All responses must be submitted to the Government point of contact at the e-mail address shown below. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government. - Kevin O'Shaughnessy - Kevin.OShaughnessy3.Civ@Mail.Mil

DCSA INNOVATION GATEWAY
Solicitation # HS0021-26-CSO-DCSA
The Defense Counterintelligence and Security Agency (DCSA) Innovation Gateway, solicitation HS0021-26-CSO-DCSA, is a commercially focused initiative designed to partner with creative companies to solve critical mission challenges through prototype projects. Operating as a general announcement from June 23, 2026, through June 22, 2031, the program focuses on four primary technical priorities: Digital Transformation Enablement, Data Integration and Advanced Analytics, Cyber and Industrial Security, and Digital Workforce and Governance. Awards are issued as Other Transaction Agreements (OTA) in accordance with 10 U.S.C. 4022, requiring participants to be nontraditional defense contractors, small businesses, or provide significant cost-sharing. The procurement process is driven by separate Innovation Calls published via Sam.gov, and the government will only review proposals submitted in response to these specific calls. Interested parties must submit a Solution Concept Paper using the mandatory template, which is evaluated based on problem understanding, proposed concept and vision, and technical approach. The selection process consists of three phases: evaluation of concept papers, an optional full project proposal or demonstration, and collaborative negotiation for the final award. To be eligible, vendors must maintain active registration in the System for Award Management (SAM) and the Procurement Integrated Enterprise Environment (PIEE), possess any required security clearances specified in the call, and mitigate any organizational conflicts of interest.
