DCZ-1/1 Monitoring Well Rehabilitation

The Inland Empire Utilities Agency (IEUA) is soliciting electronic bids via PlanetBids for the mechanical and chemical rehabilitation of Monitoring Well DCZ-1/1, located at the Declez Groundwater Recharge Basin in Riverside County, California. The primary objective is to restore groundwater flow and resolve excessive drawdown to ensure regulatory compliance sampling. The scope of work includes pre-treatment video surveys, mechanical cleaning using a 3.5-inch dual swab and nylon brush assembly, chemical treatment with sodium hypochlorite and mud dispersant chemicals, and airlifting to remove residual materials. All development chemicals and ancillary equipment must be PFAS-free and ANSI/NSF 60 certified. Deliverables include up to three video surveys provided via cloud or thumb drive, daily reports, and safety data sheets submitted three days prior to chemical use. Bids are due by October 1, 2026, at 3:00 pm. Evaluation is based on responsiveness, price, and the offeror's safety history, specifically requiring the Experience Modification Rate (EMR) for the three most recent rating periods and at least three references for similar work performed within the last five years.
