F&W, 2018 Munson Packman Boat Repower project
Solicitation # 2018 Munson Packman Boat Repower
The Confederated Tribes of the Colville Reservation is soliciting proposals for the complete repower of a 30 foot Munson landing craft. The selected contractor will be responsible for the decommissioning and removal of two existing Honda BF250A outboard engines and the procurement and installation of two new Honda BF250D Drive-by-Wire outboards. The scope of work is divided into six phases, encompassing structural transom inspections, the installation of Honda iST electronic control heads at dual helm stations, integration with the SeaStar Power Assist steering system, and a comprehensive fuel system overhaul using USCG Type A1-15 lines. The project concludes with NMEA 2000 network integration, digital gauge installation, and a minimum two hour sea trial to validate performance and safety protocols. To ensure factory warranty coverage, the contractor must maintain active Honda Marine Authorized Dealer or Service Center status. The vessel will be delivered via trailer to the contractor facility, which must provide a secure, fenced yard or indoor shop. Award evaluation is based on a weighted criteria of cost, technical expertise, and TERO status, with a preference for Colville Business Enterprises. Proposals must be submitted in PDF format by November 13, 2026. Final contracts are subject to tribal appropriation and may require a performance bond for values exceeding 100,000 dollars or a 25 percent retainage.

The DDG 51 PSA Execution at Pearl Harbor is a total small business set-aside contract awarded by the Naval Sea Systems Command under the Department of Defense. The project is located at Joint Base Pearl Harbor-Hickam in Hawaii and falls under NAICS code 336611. This effort utilizes a cost-type contract structure to provide the government with necessary flexibility, as the specific work packages are identified on a ship-by-ship basis during execution. This approach was selected over a fixed-price model to avoid inflated costs associated with risk contingencies, while maintaining contractor accountability through an award fee system. The procurement process for solicitation N0002420R2310 involved two received proposals. Administrative updates to the contract include Amendment 0005, which revised the delivery information and Period of Performance for several contract line item numbers. The contract is managed by Navsea HQ, with primary points of contact located at the Washington Navy Yard.

A cost type contract was chosen for this effort because much of the work to be performed will be identified during execution of a given availability. PSAs' sequence of events is structured to allow identification of work packages following delivery on a ship-by-ship basis. Due to the variable nature of the work packages, a fixed price approach to this contract would likely result in higher overall cost for the Government as a result of Offerors pricing in contingencies to mitigate risks of the variable work packages. A cost type arrangement is therefore in the best interest of the Government as it allows the flexibility required to scope work per ship while holding the contractor accountable for performance through use of award fee. This requirement was solicited as a total small business set-aside; two proposals were recieved.

Solicitation # N00025-26-R-5246
The U.S. Navy, through the Portfolio Acquisition Executive Mission Systems and PEO IWS 6.0, is soliciting proposals for the development, production, integration, testing, fielding, and lifecycle sustainment of the Electronic Chart Display and Information System (ECDIS) hardware and software. USS MAKIN ISLAND (LHD 8) FY28 Docking Selected Restricted Availability (DSRA) Request for Proposal(s)
Solicitation # N0002426R4421
The Naval Sea Systems Command (NAVSEA) is soliciting proposals for the USS MAKIN ISLAND (LHD 8) Fiscal Year 2028 Docking Selected Restricted Availability (DSRA). This Signature Availability is a comprehensive effort combining maintenance, modernization, and repair, requiring a contractor with substantial West Coast facilities, including a capable pier for the LHD ship class. The project is expected to begin in November 2027 and reach completion by October 30, 2029. Due to the complexity and magnitude of the requirements, the procurement is not set aside for small businesses. The government intends to make a single Firm Fixed-Price award in or before March 2027 based on a best-value trade-off source selection process. The scope of work encompasses extensive tasks including structural welding, cabling, piping, electrical and ventilation work, and overhauls of the propulsion and electric plants. Key deliverables include an integrated production schedule and participation in initial schedule model and work package execution reviews. Evaluation will prioritize non-price factors, specifically technical eligibility, physical resource capacity, manpower, and past performance, which are considered significantly more important than price. Proposals must be submitted via the PIEE Solicitation Module by November 9, 2026, divided into a Price Volume and a Technical Volume. The contract includes specific provisions for growth work, with estimated requirements of 211,989 direct labor hours and over 9.5 million dollars in materials, alongside a maximum incentive available of 15 million dollars.

Shipboard Air Conditioning Plant System Sustainment Plan (SSP)
Solicitation # N0002427R4452
Navsea HQ is conducting market research under solicitation N0002427R4452 to identify capable sources for the Shipboard Air Conditioning Plant System Sustainment Plan (SSP). This initiative aims to standardize and scale the sustainment of centrifugal, reciprocating, and rotary air conditioning plants for U.S. Navy surface ships worldwide. The government is evaluating various acquisition strategies, including a single-award Indefinite Delivery, Indefinite Quantity (IDIQ) contract or multiple-source arrangements, to improve materiel condition and operational availability across diverse ship classes and geographic locations. The contemplated scope of work encompasses six primary capability areas: executing Major AC Plant Pit Stops and overseeing Minor Pit Stops, both of which must be completed within a mandatory six-week window; providing embedded AC&R technical expertise at Shore Intermediate Maintenance Activities (SIMAs) for Sailor training and oversight; supplying OEM AC plant materiel and repair parts; managing a global warehouse and rotable pool for Overhaul Parts Packages (OPPs); providing configuration-specific engineering, technical data, and integrated product support; and delivering global unplanned and emergent field services. Interested respondents must submit a response by October 28, 2026, including a completed Capability Certification Matrix and supporting evidence of their ability to perform these requirements organically or through teaming arrangements.
