This contract involves the Maryland Department of Health's Behavioral Health Administration seeking qualified service providers to deliver comprehensive language interpreter services tailored for populations with communication barriers, including Deaf, Deaf-blind, Hard of Hearing, Late-deafened (DDBHH/LD), and Limited English Proficient (LEP) individuals diagnosed with Substance Use Disorder (SUD), Mental Health (MH) disorders, or co-occurring conditions. The initiative aims to improve equitable access to behavioral health treatment and recovery support by facilitating culturally and linguistically appropriate communication in various settings such as residential treatment, assisted living, psychiatric facilities, and community-based programs. The services must include certified Deaf language interpreters proficient in American Sign Language and other Deaf communication platforms, as well as bi/trilingual interpreters for LEP populations, with an emphasis on cultural competence, confidentiality, and adherence to federal and state regulations. The program emphasizes outreach, case management, evidence-based practices, and community advocacy, with a focus on rural access via telehealth technologies like video relay services, which are not reimbursable through fee-for-service models but funded through this grant. The contractual framework is a cost-reimbursement agreement with a total value ranging from $500,000 to $2,000,000, structured to support the development, implementation, and sustainability of interpreter services over an initial period starting August 1, 2025, with options for renewal through subsequent years. The contract stipulates strict compliance with federal and state procurement standards, non-discrimination policies, audit and reporting requirements, and detailed documentation of expenditures, staff credentials, and program activities. Offerors must demonstrate capacity to serve diverse populations, including special populations such as pregnant women, LGBTQI+ individuals, and those involved in the criminal justice system, ensuring timely access and culturally sensitive care. The application process requires a comprehensive project narrative addressing identified needs, service delivery strategies, and sustainability plans, along with a detailed budget justification. The evaluation process prioritizes technical merit, cultural and linguistic competence, and cost reasonableness, with awards based on the most advantageous proposals. The contract also incorporates mandatory certifications related to environmental tobacco smoke, lobbying, debarment, and adherence to federal funding conditions, and mandates participation in monitoring, site visits, and quality improvement activities to ensure accountability and program effectiveness.
