Dealogic Online Subscription Renewal

NOTICE OF INTENT TO SOLE SOURCE The Internal Revenue Service (IRS), on behalf of the Department of Treasury's Departmental Office's (DO) intends to award a sole source order to Dealogic LLC for Dealogic ECM and DCM Analytics online subscription service. The authority permitting a sole source acquisition is FAR 13.106-1(b)(1), Only One Responsible Source. The period of performance shall be 1 year. According to market research conducted, Dealogic ECM and DCM Analytics online subscription provides a platform for investment banking and capital markets professionals globally to help improve strategy, competitiveness, and execution. This platform incorporates technology, data, analytics and consulting to help investment banks better understand their clients and the competitive landscape so they can reallocate resources and execute deals more efficiently. Dealogic LLC provides licenses for online subscriptions for Dealogic ECM and DCM Analytics. This service provides Treasury Policy Analysts, and ultimately senior Treasury leaders, with unique data information around usage of the equity and debt capital markets issuance as well as merger transaction details. The ability to retrieve information instantaneously is critical to successfully accomplishing Treasury's Office of Capital Markets core mission of providing timely economic information to senior leaders as quickly as possible. No solicitation package will be issued. This notice of intent to sole source is not a request for competitive quotations; however, the Government will consider responses received no later than March 11, 2014, 2:00PM EST. Responses shall be submitted to Denise.Q.Williams@irs.gov. Responses shall include, at a minimum, the following information: 1. The name of your company; 2. Company DUNS No.; 3. POC name and contact information; 4. The specific product(s) that your company offers that fulfills the same function as the items to be included on this order or evidence that your company is capable of providing a renewal for the specific items mentioned above; and, 5. A description of that product(s) and its overall capabilities. It is your responsibility to demonstrate how your product(s) is capable of providing the same functionality that exists with the Dealogic license for online subscription services mentioned above. The Government will not seek additional information from your company if you fail to provide sufficient evidence of having a product cable of meeting the Government's needs. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government's Contracting Officer. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
