The contract involves the sole source solicitation and negotiation for the production, repair, demilitarization, and contractor logistics support of the Defense Advanced Global Positioning System (GPS) Receiver (DAGR) system, which is the authorized handheld GPS receiver used across all Department of Defense services and integrated into over 150 military platforms. The Government plans to engage Rockwell Collins International as the sole source contractor due to the absence of technical data rights that would allow competition. The agreement will be structured as a Requirements contract featuring both Firm Fixed Price and Cost Plus Fixed Fee line items, with an initial one-year base period followed by four one-year ordering options. Work will primarily be conducted at the contractor’s facility in Cedar Rapids, Iowa, with possible performance at Government locations. This procurement is conducted under the authority permitting other than full and open competition, specifically under 10 U.S.C. 2304(c)(1) and FAR 6.302-1, with an estimated award targeted for March 2017. Although competitive proposals are not requested, the Government will consider any expressions of interest or proposals received within thirty days of the announcement to determine whether to proceed with full competition. The official Request for Proposal is expected to be released in June 2016 but will not be posted publicly on FedBizOpps; instead, it can be obtained by direct email request to the designated contracting officials. The acquisition is subject to the Buy American Act, prohibiting foreign participation at the prime contractor level. No technical data is available for this acquisition, reinforcing the justification for the sole source approach.
