Defensible Tree Removal

This is a firm-fixed-price commercial services contract under solicitation W9127N26QA107 for wildfire defensible tree removal and herbicide services at the Dexter Service Building within the Willamette Valley Project, managed by the U.S. Army Corps of Engineers. The contract requires the contractor to provide all personnel, equipment, materials, supervision, and logistics necessary to remove hazardous trees, dispose of woody debris, treat stumps, and apply herbicides in accordance with the Performance Work Statement and EM 385-1-1 safety standards. The work must be completed within a period of performance from July 13, 2026, to October 11, 2026, at the designated site in Lowell, Oregon. All services are delivered under a total small business set-aside under NAICS code 561730, with full responsibility for compliance, quality control, and safety resting solely on the contractor. A Quality Control Plan must be submitted and approved prior to work commencement, and daily surveillance will be conducted to ensure zero deviation from specified requirements, especially concerning tree removal, stump treatment, and debris cleanup. Contractor employees must comply with all installation access and security protocols, including passing background checks administered by the installation’s security office, and must possess a REAL ID to attend the mandatory site visit on June 30, 2026. All safety documentation, including an Accident Prevention Plan and Activity Hazard Analysis, must be reviewed and formally accepted by the government before work can begin, and the contractor is required to maintain an on-site Safety and Occupational Health Officer with full access to all work areas during operations. Daily safety inspections, documented logs, and mandatory safety training in accordance with EM 385-1-1 are required, and all equipment must meet USACE safety criteria. Subcontracting is permitted under commercial services clauses, but the prime contractor retains full accountability to the government without direct supervision or control by government personnel.
