The contract solicitation SPE7L1-26-T-841V issued by the Department of Defense’s Land Supply Chain under the Defense Logistics Agency seeks ten units of a deflector for dirt and liquid, identified by NSN 5340-01-484-0996, with delivery required 161 days after award to the DdSP New Cumberland facility in Pennsylvania. The item is subject to strict export controls under ITAR or EAR, meaning any disclosure of technical data to foreign persons, whether in the U.S. or abroad, requires prior authorization from the Department of State or Commerce, and compliance with DFARS 252.225-7048 is mandatory. Only contractors with approved U.S./Canada Joint Certification Program status, who have completed required DLA training and questionnaire, may access the controlled technical data. The work involves manufacturing and delivery in accordance with MIL-STD-2073-1E for packaging and preservation, MIL-STD-129 for marking and barcoding, and MIL-STD-1916 for inspection sampling, with hazardous materials requiring compliance with OSHA’s Hazard Communication Standard and an absolute prohibition on mercury or mercury compounds in any component or process. Inspection and acceptance occur at the origin, with critical, major, and minor attributes assessed at AQL levels of 0.1, 1.0, and 4.0 respectively. The contractor must implement cybersecurity safeguards per NIST SP 800-171 and report cyber incidents under DFARS 252.204-7012, while also adhering to clauses prohibiting covered telecommunications equipment, safeguarding government work products, and ensuring whistleblower rights disclosures. All invoicing must be processed electronically via WAWF, and socioeconomic considerations such as HUBZone, 8(a), WOSB, and SDVOSB status may factor into award decisions, including a 10% HUBZone price preference. The solicitation does not specify contract type, total value, or formal evaluation factors, and proposals must be submitted electronically through DIBBS by the deadline of July 30, 2026, with no physical submissions accepted.
