The Naval Air Systems Command intends to award a sole source delivery order to ITT Avionics in Clifton, New Jersey, for risk reduction efforts related to the AN/ALQ-214 Engineering Change Proposal. This project aims to ensure the On-Board Jammer functions correctly on F/A-18 C/D/E/F aircraft. The scope of work involves providing supplies and services to develop preliminary functional block diagrams, system and sub-system level specification requirements, and preliminary designs for digital and RF SRAs, as well as software requirements and rack assemblies. As part of the deliverables, the contractor is required to conduct two Technical Interchange Meetings and one System Level Requirements Review to evaluate technical status and design changes. ITT Avionics will also provide regular reporting and potential Engineering White Papers to address hardware or software tradeoffs. This contract is being awarded on a sole source basis because ITT Avionics is the original designer and manufacturer of the subsystem and is uniquely positioned to meet the necessary time and cost constraints.
