Dell Laptops and Docking Stations, NSMRL (BRAND NAME ONLY)

The Naval Submarine Medical Research Laboratory is seeking to procure four Dell Pro 7 Series 14 Laptops and four Dell Pro Thunderbolt 5 Docks WD25TB5 for use as Virtual Private Network workstations on the Defense Health Agency domain to support approved research studies. This procurement is conducted on a brand-name basis in accordance with FAR Part 12, and only vendors authorized as Dell resellers may submit quotes; each vendor must provide current certification of their authorized reseller status. The required laptops include a Series 3 Intel Core Ultra 7 365 processor, 64 GB LPDDR5x memory, a 2 TB Performance SSD, and Windows 11 Pro, with associated support services including Dell Limited Hardware Warranty and ProSupport coverage for three years of 7x24 technical support and one to two years of next business day onsite service. Delivery is required no later than 30 calendar days after award receipt to the NSMRL facility in Groton, Connecticut, with FOB Destination terms making the contractor responsible for all transportation and delivery risks until receipt at the destination. The contract is a Firm Fixed Price purchase order, and award will be made to the vendor offering the best value to the government, contingent upon price reasonableness and absence of significantly unbalanced option pricing. All offers must be submitted electronically by the deadline of June 17, 2026, at 10:00 AM EST to the contracting officer’s email, and must be compatible with Microsoft Office 365 Excel and Adobe PDF formats, with no viruses present. Vendors must be registered in the System for Award Management with current representations and certifications, including those related to foreign ownership, Buy American requirements, trade agreements, and prohibition of covered defense telecommunications equipment. Invoicing must be conducted through the Wide Area Work Flow system, requiring prior CAGE code activation and SAM registration with a designated electronic business point of contact. Government inspection and final acceptance will be performed by NSMRL at the delivery site, and the contracting officer retains authority to enforce clauses including deviations related to F.O.B. Destination, DEI discrimination prohibitions, small business program representation, and electronic submission of payment and receiving reports.
