The Federal Emergency Management Agency is soliciting services for the cleaning, destruction, and removal of storm-damaged Temporary Housing Units located in FEMA Staging Yards in Lottie and DeRidder, Louisiana. The scope of work involves the removal of hazardous materials and the complete breakdown of units, including travel trailers, park model mobile homes, and full-size mobile homes, ensuring all components and frames are removed from the sites. While the government allows contractors to retain the salvage value of recyclable materials such as aluminum and copper, all units must be cleared of hazardous debris. This procurement is a total small business set-aside under NAICS code 238910 and is intended as an Indefinite Delivery Indefinite Quantity Firm Fixed Price contract. Although originally planned with four option periods, the terms were modified to one base year and one one-year option. The performance period for the work is 60 calendar days from the date of award, with specific order limitations based on unit quantities rather than dollar amounts. The solicitation process included mandatory site visits and a detailed question-and-answer phase to clarify unit quantities and site specifications for the participating locations.

The Federal Emergency Management Agency (FEMA) intends to procure services for the destruction and removal of storm damaged Temporary Housing Units (THU) for the following sites. Lottie Number of THU's 5310 Old State Highway (47) Lottie, LA 70756 DeRidder (133) 365 Old Airport Road DeRidder, LA 70634 Sherwood (20) 2695 N Sherwood Drive Baton Rouge, LA 708114 The services include cleaning, destruction and removal of THU's located in FEMA Staging Yards. Destruction and removal will occur on an as-needed basis, as determined by FEMA. THU's may be travel trailers, park model mobile homes or full-size mobile homes. The "destruction" phase of the work may require removal of hazardous materials (e.g., kitchen, bath, and laundry cleaners, household items such as paints, oils, batteries, etc.) Various recyclable components such as aluminum and copper may have salvage value and FEMA understands that the successful contractor may recycle these materials to their own benefit. It is FEMA's intent that all units are cleared of all hazardous debris, broken down and destroyed, and all components, including the frame, be removed from the site. It is anticipated that a single award may result from the solicitation, issuance of an Indefinite Delivery Indefinite Quantity (IDIQ) Firm Fixed Price (with one base year and four one-year option periods). However, the government reserves the right to make multiple awards. The Government will use Far Part 12 Acquisition of Commercial Items. Interested parties may indentify their interest and capacity to satisfy the Government's requirement by contacting the Contract Specialist at contact@example.gov. It is the Government's intent to generate a bidder's mailing list. However, interested parties are responsible for monitoring the site to assure that they have the most up to date information regarding this requirement. The solicitation will be issued in the same manner as the pre-solicitation.

The Department of Homeland Security's Federal Emergency Management Agency is soliciting proposals for a multiple-award, firm-fixed-price Indefinite Delivery-Indefinite Quantity contract for Disaster Overseas Transportation Support. This contract provides all-inclusive multimodal transportation and shipping services from Continental United States and Outside Continental United States points of origin to American Samoa, Guam, and the Commonwealth of the Northern Mariana Islands. Non-price evaluation factors, including demonstrated experience, capability of key personnel, technical capability and management approach via oral presentation, assurance plans, and past performance, are weighted equally and are significantly more important than price. Contractors must adhere to strict quality standards, including a 98 percent accuracy level for cargo listings, and comply with Jones Act and Service Contract Act requirements. Administrative requirements include monthly invoicing via Standard Form 1034, the submission of a 10,000 USD performance bond for each completed day of work, and strict adherence to security protocols, including non-disclosure agreements and background checks for personnel.
