The U.S. government is conducting market research through a sources sought notice to identify qualified 8(a) certified small business concerns capable of performing the complete demolition of Dodd Hall, Facility 448, located at Joint Base Langley-Eustis in Langley, Virginia. The acquisition is targeted under NAICS code 238910, which has a size standard of $19 million in average annual receipts, and is intended to support a future 8(a) competed set-aside or direct award. The scope of work includes the full structural demolition of the building and its associated maintenance shed, removal of all foundations, walls, roofing, concrete slabs, and underground utilities, and the safe abatement and disposal of hazardous materials such as asbestos and lead-based paint. The contractor must also salvage and preserve specific architectural elements including the main front and rear doors, their frames, and approximately 200 undamaged roof tiles, carefully boxing them for transport and storage. Site restoration requires grading and reseeding in accordance with Specification 32 92 19, and all debris—particularly concrete and asphalt—must be recycled with receipts provided to the government.
