AI Contract Overview

Environment and Climate Change Canada (ECCC), through the Meteorological Service of Canada, has issued a Request for Information (RFI) numbered 5000088030 to explore the availability of automated generative AI translation solutions specialized in meteorological jargon. This is strictly an information-gathering exercise and does not constitute a solicitation, contract award, or binding procurement. The objective is to assess industry capabilities in delivering machine-to-machine translation systems capable of bi-directional translation between Canadian English and Canadian French without human intervention, specifically for producing accurate, simultaneous bilingual weather alerts. Respondents are expected to demonstrate their solutions by fine-tuning a prototype using government-provided, quality-assured datasets in both language directions, then submitting translation outputs from a test dataset that compare the performance of pre-trained and fine-tuned models. Four output files must be delivered, corresponding to each language pair and model type, along with a comprehensive Microsoft Word document detailing the organization, technical architecture, computing requirements, and methodology used. All submissions must be made electronically to Samantha Hatzinikou by the deadline of March 31, 2026, at 2:00 PM Eastern Daylight Time, and include a commitment to a virtual presentation of the solution. No cost or pricing information is solicited, and respondents bear all expenses related to participation. The government retains ownership of all submitted materials and affirms that confidentiality protections will be afforded to proprietary information, while explicitly reserving the right to modify, extend, or cancel the RFI at any time without liability. This effort aims to inform future procurement decisions rather than result in an immediate award, and no formal evaluation factors, contract clauses, socioeconomic requirements, or payment terms are included as part of this non-binding process.

This is a Request for Information (RFI) only, and not a bid solicitation. Participation in this process is encouraged but is not mandatory. The purpose of this Request for Information (RFI) is to obtain information from respondents regarding their capability to provide a translation solution based on cutting edge technologies. ECCC is seeking information that demonstrates the availability of viable options for an automated translation system. For clarity, “automated” refers to a process where translation jobs are submitted and completed WITHOUT human intervention, relying solely on machine-to-machine communication and the function of the tool. It is understood that considerable human effort may be required for the development, maintenance, and ongoing improvement of the tool. See attached RFI for additional details.
