The United States Postal Service is soliciting proposals for a roof replacement project at the Denver P&DC located at 7500 E. 53rd Place, Denver, CO. The project involves the replacement of Roof Areas A-W and Y, with an estimated cost between $12,000,000 and $13,000,000. The scope of work includes providing 470,000 square feet of temporary interior protection, removing the existing roof system, repairing the structural deck and wood blocking, and installing a nominal 90-mil EPDM roof system with polyisocyanurate insulation and a high-density cover board. Additional requirements include replacing roof drains, skylights, curbs, safety cages, and smoke hatches, as well as performing lightning protection work. The solicitation opens on October 19, 2026, and closes on November 20, 2026, with all proposals submitted via the USPS eSourcing Coupa platform. Minimum requirements include the ability to provide 100 percent performance and payment bonds within seven days of a Notice of Intent to Award, submission of VETS-4212 documentation, and the provision of a sub-contracting and project-specific safety plan. The Facilities Construction R&A East CMT of the United States Postal Service is soliciting proposals for a Roof Replacement project, at the United States Postal Service owned Denver P&DC 7500 E. 53rd Place, Denver, CO 80266-9661, Denver County.  Please see attached Summary of Work.

The estimated cost of the work is between $12,000,000 and $13,000,000; with construction completion no later than Five hundred forty (540) calendar days after receipt of the Notice to Proceed.

The solicitation will open October 19, 2026 on USPS eSourcing Coupa (see How to Participate below) and close on November 20, 2026.  A pre-proposal meeting for this project will be held on November 4, 2026 at 9:00am, (local time) on site and via Teleconference Dial: (425) 436-6362 – Code: 4991792#.  Attendance is not mandatory but is strongly recommended.  Technical inquiries are to be addressed to Brett Risher, Architect/Engineer, ROTH, at (805) 433-4478, or the USPS Project Manager, David Scott at David.L.Scott3@usps.gov.

The Postal Service bases contract award decisions on best value.  The Postal Service is more concerned with making an award at the lowest overall price than with obtaining superior technical or management features. However, the Postal Service may not necessarily make an award at the lowest price to achieve small price savings if better value can be achieved with superior technical or management features.  The benefits of a higher priced proposal may merit a higher price.

MINIMUM REQUIREMENTS:

Technical Evaluation Plan:  Sections include Eligibility, Bonding Information, Financial Condition & Capability, Supplier Capability and Past Performance.  The Technical Evaluation Plan will be assessed and scored on a scale of 100 points.  Solicitation Attachment 11 contains the scoring breakdown.
