The Massachusetts Department of Environmental Protection, through the Bureau of Planning and Evaluation, is offering up to 5 million dollars in phased grant funding for the Wastewater Energy Recovery Pilot Grant (WWER) program. This initiative seeks proposals from eligible entities, including public and private wastewater facilities, schools, and nonprofits, to implement wastewater heat recovery technology across Massachusetts. The program is designed to advance decarbonization by utilizing wastewater as a renewable thermal energy source for cooling, hot water, or supplemental space heating, with a specific priority given to projects located in or serving environmental burdened areas. Funding is distributed on a first-come, first-served basis across three distinct phases: a Technical Assistance Study (up to 15,000 dollars), a Project Design phase (up to 1 million dollars), and a Project Construction phase (up to 750,000 dollars). Applications are accepted on a rolling basis through May 31, 2028, or until funds are exhausted. To qualify for funding, applicants must meet specific scoring thresholds: 50 points for Phase 1 and 75 points for Phases 2 and 3. Evaluation is based on proposal completeness, clarity, and the project's location relative to burdened areas. Eligible non-profit applicants must have been in business for at least three years and maintain their principal place of business within Massachusetts.
