Water Reclamation Facility and Lift Station: Odor Control and Filtration Media Replacement

Solicitation 2026-RFB-055 is a turnkey project issued by the Las Virgenes Municipal Water District-Triunfo Sanitation District Joint Power Authority for the replacement of activated carbon in odor control towers and the changeout of media in two tertiary filters at the Tapia Water Reclamation Facility and Lift Stations 1 and 2. The scope of work includes the provision of all materials and equipment necessary for the removal and disposal of spent activated carbon, anthracite, and gravel media, as well as the replenishment of new media. The project must be completed within four months of the purchase order award, with work performed Monday through Friday between 7:00 AM and 3:00 PM. The contract will be awarded to the lowest responsible responsive bidder based on the total estimated project cost. Bidders must submit their proposals exclusively through the Procurement Portal using prescribed bid forms, including a reference list of three public entities, technical data sheets, and GHS-SDS safety data. Due to the nature of the work, strict adherence to OSHA confined space requirements is mandatory, requiring contractors to be certified and to provide a detailed entry plan. Required insurance coverages include General Liability, Product Liability, and Automotive Liability with minimum limits of 1 million dollars per occurrence, as well as California statutory limits for Workers Compensation. All materials must be delivered FOB Destination Freight Pre-Paid and Allowed to designated locations in Calabasas, California.
