The County of Riverside Purchasing and Fleet Services Department, on behalf of Department of Public Social Services (DPSS) is soliciting quotations from qualified vendors to provide Quality Assurance Case Management Software, Maintenance and Support Services for DPSS’s Self Sufficiency Division (SSD), In-Home Supportive Services (IHSS), and Foster Care. SSD is responsible for the administration of social assistance programs to help vulnerable adults and children in need of health care, food, shelter, clothing, and other program support. IHSS provides in-home assistance to eligible aged, blind, or disabled individuals so they can remain safely in their own homes instead of entering institutional care. Foster Care provides temporary, safe, and stable out-of-home care for children who cannot remain safe with their families until they can be reunified or placed in a permanent home. DPSS is seeking a comprehensive software solution to assist the SSD, IHSS, and Foster Care staff with improving work quality and efficiency. The system must be capable of supporting up to 5,000 DPSS employees who may require access to the software. The software will support DPSS with improving the quality, compliance, oversight, and efficiency of administering public assistance programs—particularly Temporary Aid to Needy Families (TANF) Supplemental Nutrition Assistance Program (SNAP)/CalFresh, Medi-Cal, Child Care, IHSS, Foster Care, and General Assistance programs through technology-enabled solutions, strategic consulting, and performance analytics.
