Department of Public Utilities Operations & Maintenance Building Demolition

The City of Fresno is seeking a licensed contractor for the demolition of two structures at the Department of Public Utilities Operations and Maintenance facility in Fresno, California. The project scope includes the demolition of the primary O&M building, which is approximately 295,225 gross square feet with a 162,320 square foot footprint, and a 1,000 square foot maintenance shop building. Key activities involve hazardous materials abatement for asbestos and lead-based paint, vegetation removal, the removal of an existing railroad spur, and the cutting and plugging of water, gas, and sewer lines near E and G Streets. Following demolition, the contractor must backfill the 10,360 square foot basement and other excavated areas using approximately 10,250 cubic yards of imported soil to match the existing site grade. The project is estimated to take five months, consisting of an eight-week hazardous materials abatement phase and a twelve-week building demolition phase. A critical requirement is the development and implementation of a Hazardous Materials Abatement Plan by certified professionals as a condition of the contract award. Environmental compliance is mandatory, including adherence to the California Construction General Permit for stormwater and erosion control, CALGreen standards, and a requirement to divert at least 75 percent of construction waste. For safety and security, the demolished areas must be fenced with six-foot windscreens and fiber rolls, while the existing parking lot will remain operational for storage and parking.
