AI Contract Overview

The Marine Corps has procured a Deployable Instrumented Training System (DITS) to enhance tactical training by integrating man-worn and vehicle instrumentation kits that track personnel and vehicles in open terrain. This system supplements the existing Multiple Integrated Laser Engagement System (MILES) used by the USMC by incorporating GPS and RF tracking capabilities for more accurate simulation and After Action Review (AAR). Developed by Saab specifically for military training, the system was rigorously evaluated under the Office of the Secretary of Defense's Foreign Comparative Test program from 2004 to 2007 and met all operational requirements. Initially, the contract provided equipment to outfit a single maneuver company and Opposing Forces (OPFOR) at Camp Lejeune and Camp Pendleton, with additional kits assigned to support training at The Basic School (TBS) and Infantry Officer's Course (IOC) at Quantico. However, the requirement has since expanded to outfit an entire TBS maneuver company, OPFOR, and IOC at Quantico, prompting an anticipated contract value increase to procure the necessary additional equipment. Contractors capable of meeting these specifications are invited to respond within 30 days, with a target delivery date of September 30, 2008. All information submitted will become government property and will be handled in accordance with applicable security measures.

Full Description

The Marine Corps acquired a Deployable Instrumented Training Systems (DITS) appended instrumentation system with man-worn and vehicle instrumentation kits to track dismounted marines and vehicles traversing open terrain by augmenting USMC personal and vehicular Multiple Integrated Laser Engagement System (MILES) tactical engagement simulation systems with a GPS and RF based tracking system. The Saab Instrumentation is a unique system developed specifically for military training and was evaluated as part of the OSD Foreign Comparative Test (FCT) program from 2004 to 2007 after an extensive market survey. The system was successfully tested under the congressionally funded program and met the operational requirements documented for range instrumentation training. Following system evaluation, the (58) MILES Interface Kits-Personnel (MIK-P), (12) MILES Interface Kits-Vehicle (MIK-V), (1) claymore mine simulator, and (1) DITS Portable Base Station trailer were provided to th! e Marine Corps Basic School (TBS - Marine Corps Officers? basic training and the Infantry Officer?s Course(IOC) which both train Marine second lieutenants in preparation for deployment) for field training support and enhanced After Action Review (AAR) capability. Under the original contract, enough equipment to outfit one maneuver company, plus Opposing Forces (OPFOR), was to be procured in support of Camp Lejeune, North Carolina and Camp Pendleton, California. The equipment at MCB Quantico will outfit one TBS maneuver platoon. Since contract award, it has been determined by TECOM that MCB Quantico requires enough equipment to outfit one TBS maneuver company, OPFOR, and the IOC. An increase in value to contract M67854-07-D-8049 is anticipated to procure additional equipment. Contractors with the capability to meet specified requirements should provide a response indicating their ability to do so. The anticipated delivery date for this effort is 30 Sep 08. This request in no way implies either implicitly or explicitly that respondents will be compensated in any way by the US Government for information or materials provided. Any information provided to the Government in response to this notice will become USMC property and will not be returned. All proprietary or classified information will be treated appropriately. All interested contractors shall submit a written response to Cecilia Hansborough within 30 days after publication of this notice.

Solicitation # M67854-27-I-2002
The Program Acquisition Executive Marine Corps, through the Program Manager Tactical Communications and Electromagnetic Warfare Systems, is conducting market research via solicitation M67854-27-I-2002 to identify vendors capable of providing commercial-off-the-shelf tactical camera systems, lenses, and accessories. This initiative aims to establish a sustainable, multi-year evergreen technology refresh cycle for the Visual Information Acquisition System Family of Systems using a Hardware-as-a-Service operating lease model. The selected vendor will be responsible for providing latest-generation equipment, managing the technology lifecycle, and executing a mandatory 36-month hardware refresh for all leased components. Key technical requirements include full Trade Agreements Act compliance for all hardware and native or certified compatibility with the Canon RF lens mount standard. The scope of work involves custom kitting, staging, and integration of multi-component systems, including the integration of Government Furnished Equipment laptops, with delivery in government-specified transit cases such as foam-cut Pelican cases. Additionally, the vendor must manage end-of-lease services, including physical return and verified data sanitization of storage media. Interested respondents must provide their business size under NAICS code 532490, details on held government contract vehicles, and cybersecurity compliance information such as CMMC levels. Submissions are required to be sent via DoD SAFE by December 4, 2026, and must include a cover sheet with CAGE and UEI/DUNS information. The government is requesting rough order of magnitude pricing based on an assumed three-year base period.

Marine Corps Cyberspace Environment (MCCE) Operational Support Services (OSS) and Enterprise Artificial Intelligence (AI) Integration
Solicitation # M6785426I4208
The Marine Corps Systems Command (MARCORSYSCOM) is conducting market research via Request for Information M67854-26-I-4208 to identify commercial partners for the Marine Corps Cyberspace Environment (MCCE) Operational Support Services (OSS) and Enterprise Artificial Intelligence (AI) Integration. The primary objective is to secure skilled, professional IT touch-labor services under a Government-Owned, Government-Operated, Contractor-Supported (GOGOCS) model. While the focus remains on providing DCWF-certified personnel, the government is seeking innovative ways to integrate AI and automation as embedded components of the service delivery model to increase operational efficiency and reduce manual labor costs over time. The government is specifically exploring service-based ordering models, such as procuring hours of service or specific outcomes rather than individual labor categories. For pricing purposes, any contractor-provided proprietary tooling costs must be included within fully burdened labor rates, as this is a services acquisition. Interested respondents must submit a capabilities narrative limited to five pages, a vendor comment matrix in Excel format with a 300-word limit per cell, and optional supplementary materials not exceeding fifteen pages. The current response deadline is November 3, 2026, at 1:00 P.M.
