Depot Consumable Parts Processing & Disposal (DEMIL)

The Government is seeking industry input to fulfill a requirement for Consumable Parts Processing and Disposal (DEMIL) Support Services at Robins Air Force Base, Georgia, under the Warner Robins Air Logistics Complex. The contract will require approximately six full-time equivalent personnel to collect, stage, process, and transport non-serviceable and condemned parts from maintenance areas to a staging location and ultimately to DLA Disposition. This is a three-year service contract with a basic one-year period and two optional one-year extensions, to be performed on-site in Building 2316. The solicitation is currently in the sources-sought phase with a response deadline of July 6, 2026, and is being conducted under NAICS code 562211 for waste collection and treatment services. Contractors must provide all labor, management, materials, parts, tools, training, and transportation necessary to execute the work in full alignment with government standards and procedures. Performance is governed by a detailed Performance Work Statement and supporting appendices, which outline specific deliverables including status reports and training documentation in editable formats such as MS Word, and require strict adherence to OSHA, DoD, and Air Force safety protocols. Contractors must comply with comprehensive security and health and safety requirements, including adherence to the National Industrial Security Program Operating Manual, Operations Security guidelines, and Air Force Instruction 31-101 for base access. Personnel must possess valid security clearances appropriate for the access level required, though a Secret clearance is not mandated. All personnel must wear specified personal protective equipment—including steel-toed boots meeting ASTM F2413-18, ANSI Z87.1 safety glasses, reflective vests during low visibility, and heavy-duty industrial gloves—while performing work on the flight line or in industrial areas. Timekeeping must be done daily via the Automated Time Computer System, and all invoices and receiving reports must be submitted electronically through the Procurement Integrated Enterprise Environment using the Wide Area Workflow module. Invoices will only be paid for actual hours worked by filled positions, and performance is measured by thresholds such as no more than two validated customer complaints, continuous staffing at 90% of the time per position, and vacancy filling within 30 business days. Contractors must be registered in the System for Award Management with a valid CAGE code and must disclose their socioeconomic status, ownership structure, and any teaming arrangements. Base identification and vehicle passes must be obtained and returned upon contract completion, and all contractors must be enrolled in the Emergency
