The University of South Florida is soliciting proposals from qualified design and pre-construction services teams to develop approximately 26,600 square feet of clinical space within the MDA building located at 12901 Bruce B. Downs Blvd., Tampa, FL. The project involves transforming an unfinished shell space that previously housed clinical functions, including X-ray rooms with lead-lined walls, into a flexible, multidisciplinary clinical hub organized around a pod layout. The design must incorporate all necessary remediation measures for existing lead-lined walls and potential underground biomedical waste, ensuring safety and compliance with relevant codes. The project aims to maximize space utilization, support multiple clinics, and facilitate phased construction to enable efficient activation of services, including diagnostic and support areas aligned with the Family Medicine Residency Program. An additional key element is the development of an independent exterior entrance, with considerations for redeveloping the existing canopy area and exploring alternative entrance, parking, and valet options to enhance visibility and accessibility, given the building’s prominent corner location. The procurement process requires mandatory attendance at a pre-response meeting scheduled for October 14, 2025, at the USF Tampa campus, with bids due via the USF Sourcing Portal by November 5, 2025. The contract size is estimated between five and fifteen million dollars, and the selected team must demonstrate relevant experience in similar clinical projects, with a focus on flexibility, user engagement, and creating an inspiring environment. The project team will include USF’s Owner’s Representative and design and construction stakeholders, with the goal of delivering a safe, functional, and patient-friendly clinical environment that supports multidisciplinary use and phased development. The contract is managed under NAICS code 238910, and interested suppliers are encouraged to review detailed bid specifications and attend the pre-response meeting to qualify for participation.

Downs Blvd., Tampa, FL 33612.The project space is currently in an unfinished condition with exposed masonry and concrete walls, columns, and slab. MEPF systems have been installed to a shell-space standard. Temporary framed walls and ductwork are present along the west side of the space and must be identified and documented in demolition plans. On the east side, existing masonry interior walls must be evaluated during design to confirm whether they are structural. This space previously functioned as a clinical area with X-ray rooms. As such, lead-lined masonry walls are present, and underground biomedical waste may remain on-site. These elements must be properly identified and addressed through remediation planning. The final design must incorporate all required remediation measures to ensure a safe environment for demolition, construction, and occupancy in compliance with applicable codes and regulations. The primary objective of this project is to maximize available square footage and create a flexible clinical hub organized around a “pod” layout, accommodating multiple clinics and a variety of general clinical activities. The design must support multidisciplinary use across pods and meet the requirements of the Family Medicine Residency Program, including but not limited to:• Exam rooms• Procedure rooms• Preceptor and support areas• Diagnostic facilities• Ancillary servicesThe design must also accommodate a phased construction approach to enable efficient activation of services. In addition, the project requires the incorporation of an independent exterior entrance to the clinical space. The existing canopy area in Lot 38 must be evaluated for redevelopment to support entrance and valet functions. Given the building’s prominent location at the corner of Holly Drive and Bruce B. Downs Blvd., the design should also explore alternative options for entrance, valet, and parking that enhance visibility, accessibility, and patient experience. The Project Team will consist of DCST, serving as the design and preconstruction lead; USF’s selected Owner’s Representative (Pure PM), responsible for managing the overall process; USF Health, as the primary stakeholder; and USF Design and Construction representatives, as the authority having jurisdiction over design and construction. The DCST should demonstrate experience with similar clinical projects. The design must prioritize flexibility, for a phased construction approach while prioritizing the auxiliary support functions of the clinic. Teams should be capable of facilitating user group engagement and translating a need into a highly functional and inspiring built environment.
