Design & Contract Administration Services for the Sanitary Sewer Infill Project

The District of Coldstream is seeking a qualified engineering consulting firm to provide design and contract administration services for the Sanitary Sewer Infill Project. The scope of work involves the installation of approximately 2400 meters of linear sewer infrastructure to service up to 110 properties, transitioning them from septic systems. This requires the consultant to review and adjust 2018 preliminary designs to align with current easements and rights-of-way. Additionally, the project includes waterworks components, specifically the design of a 420-meter 200 mm watermain along Giles Drive and the upgrade of three existing watermains and PRV17 to Regional District of North Okanagan standards. The successful firm will also provide construction services, including inspections and contract administration. The project is scheduled to run from 2026 through 2030, with detailed design and tendering in the first phase and construction services anticipated between 2028 and 2029. Proposals are due by October 22, 2026, and will be evaluated based on the highest score, considering factors such as hourly rates, methodology, team expertise, and previous experience with similar projects. The contract requires the consultant to maintain professional liability, public liability, equipment, and automotive insurance, as well as WorkSafeBC registration. Payments are to be submitted monthly and will be paid within 30 calendar days of receipt. All work must adhere to Master Municipal Construction Documents and specific geotechnical and District of Coldstream bylaw standards.
