Homer System 4 Float Replacement Project Management - Part 1

TECHNICAL PROPOSAL - The City of Homer, Alaska is requesting proposals from qualified engineering firms to hire a project manager for the System 4 Float Replacement Project. Homer’s boat harbor is located at the terminal end of the Homer Spit, in Kachemak Bay. The harbor consists of Moorage Float Systems 1, 2, 4, 5, a load and launch ramp, two fuel floats, a commercial barge ramp, a pile-supported concrete dock with 8 cranes and a commercial ice production plant, two pile supported commercial concrete docks (located outside the harbor basin), a boat repair grid, multiple fish cleaning stations and a Port office building, as well as various other related infrastructure. The System 4 Float Replacement Project replaces a portion of System 4, which is located in the northwest portion of the harbor basin, adjacent to the boat launch ramp facility, and is accessed via Freight Dock Road. The project was bid as a design-build and awarded to Turnagain Marine Construction on January 12, 2026.
The Project is funded via two grants; one from the Denali Commission and the other from the U.S. Department of Transportation Maritime Administration (MARAD). A project manager is required to manage this project in compliance with Federal grant requirements as well as coordinate with MARAD and Turnagain to complete design, environmental permitting, and general project administration.
