Request for Qualifications (RFQ) Design and Engineering Services to Enhance Connectivity through Wayfinding Signage and Streetscape Improvements 1. PROJECT DESCRIPTION The Village of Geneseo received a NY Forward grant from the NYS Department of State (NYSDOS) to enhance streetscaping and wayfinding in the Village. The Village is soliciting proposals from qualified design and engineering firms for engineering services for the three project components listed below: Project Component 1: Install Downtown Wayfinding Signage Develop a system of directional and informational signage that connects downtown destinations and promotes the area’s brand. Several types of wayfinding signs will be installed, such as vehicular signs, kiosk signs, pedestrian signs, light pole banners, and parking signs. Project Component 2: Transform Center Street into a Flexible, Pedestrian Space Redesign Center Street as a flexible space that can be temporarily closed for events, with improved pedestrian safety. Strategies to be considered for this space will include: elevating the street, adding retractable bollards, and widening the sidewalks to expand outdoor dining and programming. New streetscape amenities (such as street trees, benches, trash/recycling receptacles, and bike racks) will be added. Project Component 3: Enhance the Main Street Streetscape Create bike lanes on either side of Main Street and improve the pedestrian experience on Main Street with additional pedestrian-scale streetlights and improved, ADA-accessible crosswalks. 2. DESCRIPTION OF SERVICES AND DELIVERABLES The Village of Geneseo is soliciting proposals from engineers, landscape architects, or other licensed design professionals to provide design and engineering services for the above-mentioned components. The Scope of Services includes: Site Analysis Phase - Evaluate existing pedestrian, bicycle, and road facilities (where applicable) - Develop draft design based on the attached project profiles for review and comment from the Village and NYSDOS. - Assess existing site conditions, prepare required permits, construction estimates, and construction schedules for each project. - The selected consultant will be required to interact with the NYSDOS, NYSDEC, NYSDOT, and other interested agencies. Design Phase: - Provide all engineering services to advance each project, including interaction with outside agencies, final design, drawings, technical specifications, final bid plans and specifications and preparation of contract documents, incorporating community feedback where applicable. - Assist with the creation of materials for at least one, but preferably two, public engagement events. Assist with running public engagement meeting(s), which will engage the public regarding the needs in this area and regarding proposed design solutions. - Assist with pre-bid and pre-construction meetings, bid review, and award recommendations. - Ensure compliance with applicable local, State, and federal rules and regulations. Construction Phase - Provide assistance and technical capability for shop drawing review and approval, project reporting, construction inspection on an as-needed basis, and preparation of record drawings. 3. OWNERS' RESPONSIBILITIES The Village shall provide or perform the following: - Access to and reproduction of all pertinent records maintained by the Village. - General direction with regard to fundamental project objectives. - General review of all material submitted. - Provide detailed construction inspection as appropriate. 4. SUBMISSION Proposals must be received by 12:00 pm on Friday, October 16th, by Shawn Forrester at the address below. The experience, qualifications, and capacity of the consultant and project team, with contact references for previous work; b. A proposed timeline for project completion; c. Description of relevant project experience designing with a focus on wayfinding and multi-modal transportation projects; d. Description of experience working with public grants, state and federal historic tax credits; e. Description of work previously completed with the Village of Geneseo or municipalities similar to the Village of Geneseo; f. Demonstration of how respondents are expected to achieve the following Minority/Women-Owned Business Enterprises (MWBE) and Service-Disabled Veteran-Owned Business (SDVOB) goals: · MBE – 15% · WBE- 15% · SDVOB- 6% g. Up to three (3) recent designs and photographs of completed projects for related projects; h. At least three (3) client references; i. Non-Collusive bidding certificate; and j. Sexual Harassment training certificate. k. Proof of insurance, including professional liability, general liability, and workers’ compensation coverage. 5. PROPOSAL EVALUATION The Village, along with the NYSDOS, will review and rank the proposals using the factors listed below to select the preferred consultant. Based upon the evaluation of the proposals, the Village of Geneseo reserves the right to invite any or all consultants for an interview before making a final selection. Such an invitation does not commit the Village to paying any costs incurred in participating in said interview. The evaluation factors are: 1. Experience, Qualifications, and Capacity of the Consultant The capabilities of each responding firm will be evaluated in these specific areas: Points Criteria 15 Recent relevant experience of the firm in similar projects 15 The extent to which the firm has personnel, equipment, and facilities to perform the scope of work 15 Experience with recent clients for similar services 15 Experience working with similar projects 2. Qualifications of the Project Team: Points Criteria 10 The quality and experience of the proposed staff and the balance of relevant skills 10 The quality and experience of any proposed subcontractors 3. Proposals: The proposals will be evaluated for their demonstrated understanding of the requirements of this RFQ and their ability to meet the study objectives. This will include: Points Criteria 10 Quality and completeness of the response 10 Ability to meet an aggressive work schedule 6. RIGHTS The Village of Geneseo shall be the sole judge of whether a proposal conforms to the requirements of this RFQ and of the merits and acceptability of the individual proposals. Notwithstanding anything to the contrary contained herein, the Village reserves the right to take any of the following actions in connection with this RFQ: amend, modify or withdraw this RFQ; waive any requirements of this RFQ; require supplemental statements and information from any respondents to this RFQ; award a contract to as many or as few or none of the respondents as the Village may select; to award a contract to entities who have not responded to this RFQ; accept or reject any or all proposals received in response to this RFQ; extend the deadline for submission of proposals; negotiate or hold discussions with one or more of the respondents; permit the correction of deficient proposals that do not completely conform with this RFQ; waive any conditions or modify any provisions of this RFQ with respect to one or more respondents; award based on the value conferred to the Village; reject any or all proposals and cancel this RFQ, in whole or in part, for any reason or no reason, in the Village’s sole discretion. The Village may exercise any such rights at any time, without notice to any respondent or other parties and without liability to any respondent or other parties for their costs, expenses, or other obligations incurred in the preparation.
