Design Build of the Trommel Screen No. 2 Replacement, Project No. RA27001

The Inland Empire Regional Composting Authority is soliciting bids for the design-build replacement of Trommel Screen No. 2, Project No. RA27001, at the Inland Empire Regional Composting Facility. The scope of work encompasses the entire project lifecycle, including engineering, design, demolition and disposal of the existing screen, and the installation, commissioning, and startup of a new trommel screening system. This comprehensive effort includes modifying or replacing associated conveyors, feed systems, chutes, supports, and electrical systems, as well as integrating instrumentation, controls, and SCADA systems. The selected design-build entity must provide a full-time dedicated project manager and implement a construction sequencing plan to ensure facility operations are maintained through temporary facilities and material flow diversions. The contract will be awarded to the lowest responsive and responsible bidder, with bids due via PlanetBids by 2:00 p.m. on October 7, 2026. Bidders must provide a bid bond equal to 10 percent of the total lump sum bid and meet strict qualification criteria, including the absence of active cure notices or litigation with the agency. Upon award, the contractor is required to deliver performance and payment bonds within ten calendar days. Payment will be processed monthly via progress pay estimates, subject to a 5 percent withholding and the prior acceptance of a baseline project control schedule and schedule of values. Final deliverables include a fully operational system, operator training, record drawings, and a one-year supply of critical maintenance spare parts.
