Design Build Services - New Transit Garage

The City of Peterborough is soliciting proposals for the design and construction of a new Municipal Transit Garage and Maintenance Facility located at 910 Monaghan Road and 575 Romaine Street. Utilizing a Progressive Design-Build model under a CCDC 32 contract, the project involves the delivery of a turnkey facility of approximately 10,500 square meters capable of accommodating 90 to 110 standard bus equivalents. The scope includes integrated administrative offices, driver facilities, and complete maintenance bays. The project is structured in three phases, beginning with design and the negotiation of a Guaranteed Maximum Price in late 2026, followed by construction and commissioning through 2030, and concluding with final closeout and BIM integration by the third quarter of 2031. The project has an established budget upset limit of 58 million dollars, excluding HST. Proponents must submit their proposals electronically by October 19, 2026. Evaluation is based on a multi-stage process involving non-price rated criteria, interviews, and pricing, with the top-ranked proponent entering direct contract negotiations. Key requirements for bidders include proof of ability to provide 50 percent performance and labor and material payment bonds, compliance with the Municipal Buy Ontario Act, and the completion of social value questionnaires regarding inclusive employment and living wages. The Design-Builder is responsible for all permits, AODA compliance, and coordination with site contaminant management strategies, as hazardous materials including asbestos and lead-based paint have been identified at the site. Payment is administered through a Payment Certifier with a 28-day payment term following the submission of monthly proper invoices.
