Design of the Reverse Osmosis Plant at the Essex-Windsor Regional Landfill

The Essex-Windsor Solid Waste Authority is soliciting proposals for professional engineering, design, and construction administration services for the Balance of Plant design of a Reverse Osmosis Treatment system at the Essex-Windsor Regional Landfill. The scope of work includes detailed engineering for all supporting ancillary and non-process infrastructure, specifically the interconnecting piping systems required to integrate vendor-supplied process skids. The project follows a fast-track phased design and critical path delivery strategy, with key milestones including design from November 2026 to March 2027, tendering in April and May 2027, and construction commencing in May or June 2027. The procurement process utilizes a four-stage evaluation consisting of compliance, technical evaluation, financial evaluation, and a final contract phase. Award is based on the highest combined technical and financial score, with the lowest total cost of contract receiving 30 points. Proponents must hold certifications from Professional Engineers Ontario and the Ontario Association of Architects and maintain significant insurance coverages, including 2 million dollars in professional liability and 5 million dollars in automobile liability. Proposals must be submitted electronically via the Bids and Tenders portal by October 19, 2026. Payment for services will be processed monthly with a 30-day payment term in Canadian funds.
