Design Services For Adrian C. Cordova Memorial Park

The City of Calexico is seeking a qualified landscape architectural, engineering, or multidisciplinary design firm to develop three conceptual design alternatives for the enhancement of the 15-acre Adrian C. Cordova Memorial Park, with the goal of creating practical, cost-effective, and phaseable improvements that build upon existing infrastructure. The scope includes comprehensive site analysis, extensive community engagement through public workshops, and the development of designs that integrate both active and passive recreational elements such as shaded walking paths, open lawn areas, a water feature, sports courts, modernized playgrounds, and improved lighting, all while ensuring universal accessibility and minimizing light intrusion. Deliverables must include detailed conceptual plans, cost estimates for each alternative, a final recommended design, technical specifications, and a community engagement report, with all digital files submitted in PDF, AutoCAD, and GIS formats. The project must be completed within a one-year performance period beginning October 30, 2026, with the possibility of two one-year extensions at the City’s discretion. Proposals must be submitted in five hard copies and one USB drive containing digital files, clearly labeled and delivered in person or via courier to Calexico City Hall by 3:00 PM on September 18, 2026; email submissions are not accepted. Evaluation is based on a 100-point weighted system prioritizing related project experience, project approach, pricing, qualifications of the team, responsiveness, and overall creativity, with technical merit weighted more heavily than cost, indicating a trade-off approach. Proposers must identify key personnel with resumes, comply with stringent insurance requirements—including $1 million general liability and errors and omissions coverage—and submit a Levine Act Disclosure Statement detailing any political contributions over $250 to City Officers within the preceding 12 months. All exceptions to RFP terms must be explicitly listed in writing; otherwise, full acceptance of all conditions is assumed. The City retains authority over approval and acceptance of deliverables, while the firm is responsible for indemnification, compliance with applicable laws, and maintaining professional standards of care. No federal acquisition regulation clauses apply; the agreement is governed by the City’s own professional services framework.
