The Bulloch County Board of Commissioners is seeking qualified consultants to develop a Comprehensive Master Plan of Recreation and Parks Services for the unincorporated areas of Bulloch County. This long-range strategic guide, covering a 10 to 20 year horizon, aims to assess current park assets, staffing, and operations while identifying future needs based on population growth and community trends. The selected consultant will be responsible for community engagement through surveys and public meetings, as well as providing recommendations for capital improvements, maintenance strategies, and funding options. The project must be completed within 10 months from the notice to proceed. Proposals must be submitted by November 19, 2026, at 3:00 P.M., and must consist of two separate volumes: a technical proposal with a maximum 15-page abstract and a price proposal submitted in a sealed envelope. Evaluation is based on a two-step process where technical proposals are scored first on capability, project approach, community engagement expertise, and schedule, with the highest-scoring firm then entering price negotiations. Required documentation includes a fee schedule, non-collusion affidavit, bidder declaration, and E-Verify affidavits. The successful firm must maintain comprehensive insurance coverage, including 1 million dollars in general liability and professional malpractice insurance. All project deliverables will remain the property of the County. Payment is structured via monthly vouchers for work completed, up to 95 percent of the contract price, with final payment issued upon County verification and acceptance. The contract may be terminated by either party with 30 days written notice.
