Design Services for Water Treatment Plant (WTP) Lake 7 Supply Project

The City of Lubbock is seeking qualified professional firms to provide engineering, planning, design, permitting, and construction-phase services for the Water Treatment Plant (WTP) Lake 7 Supply Project, with the goal of treating and utilizing the new water supply by the end of 2032. This Request for Qualifications (RFQ26-19719-KM) is not for pricing or cost proposals—firms are explicitly prohibited from including any fee statements, hourly rates, or fixed costs in their submissions. Instead, responses must focus on qualifications, featuring a Letter of Interest addressed to the Mayor and City Council, a Statement of Qualifications Form, and supporting documentation organized into specific sections including firm profile, project team with Texas-licensed Professional Engineer license numbers, and detailed descriptions of five or more similar projects completed within the last 30 years. Submission is required through the BonfireHub portal by July 2, 2026, at 2:00 p.m., and proposals must demonstrate at least 20 years of WTP engineering experience, adequate staffing and financial stability, proper insurance coverage, and comprehensive familiarity with federal, state, and local regulations, including TCEQ requirements. Selected firms will undergo a two-step evaluation process: first, a review of written qualifications to shortlist up to five firms based on team organization, relevant project experience, management approach, and responsiveness to the RFQ, followed by interviews conducted by a Screening Committee. The project scope includes a water quality study, integrated treatment process design utilizing the existing North WTP site and hydraulics, piloting of plant technology, and securing all necessary regulatory approvals. Firms may propose alternative delivery methods such as Design-Build or Construction Manager at Risk to meet the accelerated schedule. Contractual requirements include absolute compliance with Texas laws prohibiting boycotts of Israel and energy companies for entities with 10 or more employees and contracts valued at $100,000 or more, mandatory disclosure of interested parties under oath for contracts exceeding $1 million, and exclusion of any vendor with ties to Iran, Sudan, or foreign terrorist organizations. Subcontracting requires written consent from the Director of Purchasing and Contract Management, and all payments are contingent upon annual city appropriation. The City reserves the right to audit records and recover overpayments within 30 days. Proposals must not engage in lobbying or communication with city council members until award, and all protests must be filed in writing within five working days.
